Request for Proposal for the provision of engineering services to investigate, evaluate, and prepare the City of Brooks Storm Water Infrastructure Master Plan that will guide and promote community resilience to the current and future flooding issues created by Climate Change. Proposals must include one (1) unbound original, two (2) copies and one (1) digital copy of the completed proposal
SCOPE OF WORK The engineering services are to include, but are not necessarily limited to the following tasks: 1.The consultant is to review the existing documents, videos, and GIS information available at the City of Brooks Public Works department and from ORRSC. 2.Project initiation meeting with the City representatives to verify project scope, timelines, and budget. All project meetings will be held at the City of Brooks offices unless otherwise specified. 3.Evaluate the existing system through site and video inspection and document its condition physically and digitally, as well as additional attributes added to the City’s GIS system. 4.Identify and repair any discrepancies or omissions in the GIS system. 5.Evaluate the existing lift stations and document the condition.6.Regionally evaluate all aspects of what contributes to the Stormwater issues within the City. 7.Evaluate the existing marshal drain, canals and storm ponds used to hold or convey stormwater. 8.Identify constraints within the current system and the required improvements. 9.Develop a risk assessment for the critical portions of the system. 10.Identify the system recommended upgrades for the next ten (10) years to 2028. 11.Prepare a budget and schedule for system improvements, maintenance, and expansion. 12.Prepare a Wastewater Infrastructure Master Plan in which the findings, conclusions and recommendations of the study are given. 13.Provide the City with all digital data collected in the course of the Plan which can be utilized for the City’s Asset Management Plan. 14.Develop a 3 – 5 year construction plan that would address all of the current issues the City has with Stormwater and allow the City to become resilient to Climate Change. 15.Assist the City in applying for the Alberta Community Resilience Program (ARCP) administered by the Watershed Resilience and Mitigation Branch of Alberta Environment and Parks (AEP).
