PLEASE READ THE FOLLOWING COMPLETELY AND CAREFULLY PAYING ATTENTION TO ALL REQUIREMENTS AND DATES.

CBC/Radio-Canada is seeking Proposals from industry in response to its Request for Supply Arrangement (“RFSA) for Online Research Sample - Costs

An Agreement resulting from this RFSA may potentially be for three (3) years with two (2) irrevocable option(s) to extend for one (1) year period(s).

1. SUMMARY OF REQUIRED GOODS/SERVICES:
The key objectives in issuing this RFSA are as follows:

CBC’s Audience Research department is using online samples for conducting a variety of public opinion surveys and media research studies. The Audience Research team is seeking cost options for procuring online samples from a variety of individual research firms and panels.

2. MANDATORY REQUIREMENTS:
There are no Mandatory requirements to obtain access to the RFSA documents, nonetheless, the Proponent must ensure that they have the necessary research expertise to carry out mandates and/or support CBC/Radio-Canada internal resources in the following areas:

Brand tracking
Brand lift
Creative testing (logos, key art images and short promotional videos)
Media consumption habits and perceptions
Program testing (short- and long-form video or audio)

3. TO OBTAIN THE RFSA DOCUMENTATION
As CBC/Radio-Canada uses MERX (https://www.MERX4.MERX.com/cbc) to manage its solicitation process, all Proponents must obtain the RFSA documents through MERX. Determine your eligibility to participate based on the description/objective statement for the RFSA.
To obtain the documents you must be registered with MERX. If you are not already registered, please follow the MERX Supplier User Guide link above and/or call 1-800-964-6379.

Please note that CBC/Radio-Canada is not responsible for the distribution of the documents. It is the sole responsibility of the Supplier to obtain the documents through Merx.

4. COMMUNICATION WITH CBC/RADIO-CANADA

Any contact with CBC/Radio-Canada prior to obtaining the RFSA documentation must be undertaken by e-mail only, addressed, only, to the CBC/Radio-Canada Representative, whose co-ordinates appear below. All e-mails pertaining to this RFSA must state the RFSA reference number (RFSA # COM20221216) in the “Subject” of the e-mail.

Once the tender documents have been obtained, Proponents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFSA documents. If so, or if there is any doubt about the meaning of any part of this RFSA, must submit their questions through MERX no later than the date specified in the Main Document PART I: INTRODUCTION, Table 1: Critical Dates in the RFSA Process of the main document.

CBC/Radio-Canada reserves the right, at its discretion, to answer only those questions submitted through MERX.

5. RECEIPT OF PROPOSALS
Proposals must be received by CBC/Radio-Canada, via electronic submission to the MERX Website (www.MERX.com) no later than October 12, 2023 at 8:00:00 pm, Eastern Time.

The Supplier has the sole responsibility for the timely receipt of a Proposal by CBC/Radio-Canada. The Proponent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Proposal, whether the time indicated on such clock is accurate or not.

Partial Proposals, amendments or revisions which are received after the date and time for the RFSA Submission Closing Date will not be accepted.

6. English and French Versions:
In case of discrepancies between the terms of the English version and those of the French version, (can provided upon request), or discrepancies as to the meaning or the interpretation of those terms, the English version will supersede the French version
