LD 20220425_1 Instructor Led Training (Reopening)
CBC/Radio-Canada is seeking Offers from the industry to qualify additional Suppliers to its existing pool of qualified Suppliers for the provision of instructor-led training across the country.
An Agreement resulting from this RFSA shall be co-termed to the existing Supply Arrangements having an end date of March 14, 2026, with three (3) irrevocable option(s) to extend for one (1) year period(s).
1. SUMMARY OF REQUIRED GOODS/SERVICES:
The key objectives in issuing this RFSA are as follows:
The objective of this Request for Service Agreement (RFSA) is to select and qualify suppliers for CBC/Radio-Canada’s instructor-led training offer under the following five (5) categories (Portfolios).
- Leadership Development
- Professional Skills
- Well-being in the Workplace
- Equity Diversity and Inclusion (EDI)
- Train the Trainer (TTT).
Suppliers may submit a Response for some or all the categories (portfolios) and therefore may qualify for one, some, or all the portfolios for which they submitted an Offer.
2. MANDATORY REQUIREMENTS:
There are no mandatory requirements to participate in this RFSA, but Suppliers must have the ability to meet the criteria as outlined in the RFSA.
3. TO OBTAIN THE RFSA DOCUMENTATION
As CBC/Radio-Canada uses MERX (https://www.merx4.merx.com/cbc?language=EN) to manage its solicitation process. All Suppliers must obtain the RFSA documents through MERX
- Determine your eligibility to participate based on the description/objective statement for the RFSA.
- To obtain the documents you must be registered with MERX. If you are not already registered, please follow the MERX Supplier User Guide link above and/or call 1-800-964-6379.
CBC/Radio-Canada is not responsible for distributing the documents which can only be obtained through the MERX portal.
4. COMMUNICATION WITH CBC/RADIO-CANADA
A. Any contact with CBC/Radio-Canada before obtaining the RFSA documentation must be undertaken by e-mail only, addressed to the CBC/Radio-Canada Representative, whose coordinates appear below. All e-mails about this RFSA must state the RFSA reference number (RFSA # LD20220425_1) in the “Subject” of the e-mail.

- Once the tender documents have been obtained, Suppliers may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFSA documents. If so, or if there is any doubt about the meaning of any part of this RFSA, must submit their questions through MERX no later than the date specified in PART I: INTRODUCTION, Table 1: Critical Dates in the RFSA Process of the main document.
CBC/Radio-Canada reserves the right, at its discretion, to answer only those questions submitted through MERX.
5. RECEIPT OF OFFERS
Offers must be received by CBC/Radio-Canada, via electronic submission to the MERX Website (www.MERX.com) no later than June 13, 2024, 8:00:00 pm, Eastern Time.
The Supplier has the sole responsibility for the timely receipt of an Offer by CBC/Radio-Canada. The Supplier cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Offer, whether the time indicated on such clock is accurate or not.
Partial Offers, amendments, or revisions that are received after the date and time for the RFSA Submission Closing Date will not be accepted.
This procurement is subject to Chapter Five (Government Procurement) of the Canadian Free Trade Agreement (CFTA).
CBC/Radio-Canada retains the right to negotiate with Suppliers on any procurement.
