Notice of Proposed Procurement
1.0 Introduction
The Canadian Air Transport Security Authority (“CATSA”) is a Crown corporation with headquarters at 99 Bank Street, Ottawa, Ontario, Canada, K1P 6B9. CATSA is responsible for the delivery of consistent, effective and efficient screening of passengers and non-passengers in designated airports. 1.1. Estimated Contract Value $122,700
2.0 Description
CATSA has a requirement to enter into contract with a Contractor to provide a non-intrusive WAN monitoring solution.
3.0 Procurement Method
This RFP establishes an Open Tendering process to enter into a non-exclusive Contract.
4.0 Term of Resulting Contract
It is anticipated that the term of any resulting Contract will be for an initial term of three (3) years, renewable for two additional periods of one year at CATSA’s sole option.
5.0 Address for Submission of Questions and Proposals/Responses; Question Acceptance Deadline and Closing Date
The question acceptance deadline and the closing date are set out in the “Dates” section above. CATSA may extend either or both of such dates.
Questions and proposals/responses must be submitted through the MERX Electronic Bid Submission system at www.MERX.com.
6.0 Mandatory Requirements
By submitting a proposal, the Bidder certifies that:
6.1.The Bidder’s solution measures WAN performance metrics using non-intrusive means.
6.2. The solution can measure link performance that covers CATSA Class 1, 2, and 3 airports with reference to Part 7 section 2.
6.3. The solution does not require additional hardware to be installed at remote sites where the link speed is lower than or equal to 1.5Mbps.
6.4. The solution provides the option to build private infrastructure for data analysis which entails that all data remains on the CATSA network and will not be accessible outside of that network
6.5. The Bidder is either the OEM of the solution or an authorized reseller of the OEM who is duly authorized to provide the Goods and Services. (Authorized resellers must provide proof of its reseller status by way of a letter from the OEM).
7.0 Rated Requirements
The RFP contains details of the rated requirements.
8.0 Contractor Selection
8.1 The highest scoring technical bid and up to two additional bids that score within twenty percent (20%) of the highest scoring technical bid will be evaluated on the Financial Offer
8.2 The Bidder’s Evaluated Price will be divided by the Bidder’s Technical Score.
8.3 The Bidder achieving the lowest price per point will be recommended for award of a Contract, subject to CATSA’s Reserved Rights.
9.0 Use of MERX
CATSA will only use MERX as its web-based forum to post solicitations. As such, the attached procurement document has only been posted on MERX, and all related documents, notices, addendums, and questions and responses thereto will only be posted on MERX.
