Time and Attendance Tracking Solution
1.0 Introduction
The Canadian Air Transport Security Authority (“CATSA”) is a Crown corporation with headquarters at 99 Bank Street, Ottawa, Ontario, Canada, K1P 6B9. CATSA is responsible for the delivery of consistent, effective and efficient screening of passengers and non-passengers in designated airports. 2.0 Background
In order to deliver our mandate, CATSA has entered into Airport Screening Services Agreements (ASSA) with three security-contracting companies who, on CATSA’s behalf, provide the screening officers required to deliver the level of service CATSA has committed to achieving.
CATSA delivers screening services to eighty-one (81) active airports (with an additional eight inactive airports) across Canada ranging from very small operations only open a few days a week to the likes of the Pearson International Airport (“YYZ”) in Toronto, Ontario which has two terminals each serving more passengers than the Ottawa International Airport. In total, our screening contractors employ approximately 9,000 screening officers across the country. CATSA implemented its current time and attendance system in the very early days of the organization’s creation and is currently planning for the next phase of the program.
CATSA is interested in understanding the array of time and attendance tracking solutions available in the market.
In order to: (a) determine the amount of billable time (in hours) paid out to our screening contractors; and (b) track locations and job functions performed by screening officers for operation data consumption, screening officers are required to sign-in biometrically to our current time & attendance system. In order to do so, they use punch clocks located throughout the airport terminal at each screening checkpoint. When reassigned to other checkpoints within the airport, screening officers are instructed to sign-in to those new location biometrically. Screening officers only sign-out of the system when their shift is completed. When screening officers do not adhere to that expected behaviour, their management is responsible for manually editing the non-compliant screening officers’ time cards. Any manual manipulation by our screening contractors, due to our commitment to adhere to the Financial Administration Act (“FAA”), results in a CATSA resource reviewing the data to ensure the accuracy of the information entered (along with the reason submitted by those managers).
CATSA relies heavily on the system data captured in our current solution. CATSA uses the data to monitor key performance indicators such as the measurement of passenger wait-time service levels, the effectiveness of screening contractor resource deployments as well as tracking operational staffing information (bilingual screening officers, etc.).

3.0 Request for Information
This is a Request for Information (“RFI”) for time and attendance tracking solutions. This is neither a call for tender nor a Request for Proposals (“RFP”) and no agreement or contract for the goods and/or services stated herein will be entered into as a result of this RFI.
CATSA is seeking information from the industry regarding time and attendance tracking solutions, as further described in this RFI.
This RFI should in no manner be construed as a commitment by CATSA. CATSA will not pay for information provided.
Information provided will be treated as commercially confidential. Any comments or concerns expressed by Respondents will not be provided to the other industry Respondents, or considered as part of any eventual procurement process.
CATSA reserves the right to seek clarifications from one or more Respondents of any information provided in response to this RFI whether by telephone, in writing or in person.
4.0 Submission of Questions and Responses; Question Acceptance Deadline and Closing Date
The question acceptance deadline and the closing date are set out in the “Dates” section above. CATSA may extend either or both of such dates.
5.0 Use of MERX
Responses are to be submitted by MERX Electronic Bid Submission (“EBS”) system at www.merx.com.
The largest file that may be submitted to the MERX EBS system is 500MB. There is no limit to the number of files that may be submitted. An e-bid confirmation number will be provided by the MERX EBS system to the applicable bidder upon successful completion of submitting its e-bid documents.
