RFP17-1282 - Restricted Area Identity Card Enrollment System ("RAIC ES")

Notice of Proposed Procurement
(constituting (i) a Notice of Intended Procurement and Summary Notice under CETA, and (ii) a Tender Notice under the CFTA)
 

1.0        Introduction 
The Canadian Air Transport Security Authority (“CATSA”) is a Crown corporation with headquarters at 99 Bank Street, Ottawa, Ontario, Canada, K1P 6B9.  CATSA is responsible for the delivery of consistent, effective and efficient screening of passengers and non-passengers in designated airports. 1.1        Estimated Contract Value $15,780,000

2.0        Description 
The Canadian Air Transport Security Authority (“CATSA”) has a requirement to replace its current Restricted Area Identity Card (“RAIC”) software application and enrollment peripherals with a new RAIC Enrollment System for identity verification and credential management of those persons at airports requiring access to restricted areas. The project requires the design and development of software application(s), the supply of all required Devices for Biometric capture, and related maintenance and support services for the deployment and ongoing support of approximately eighty (80) RAIC Enrollment Systems at a minimum of thirty-two (32) Canadian airports beginning in 2020, as further described in this RFP.

3.0        Procurement Method 
This RFP establishes  an Open Tendering process to enter into a non-exclusive Contract.
 
4.0        Estimated Quantity  
CATSA’s estimated requirement is for 80 RAIC Enrollment Systems for delivery during the Intial term of the Contract.  
 
During the term of the Contract CATSA may, subject to the availability of funding, purchase additional RAIC Enrollment Systems on an as and when required basis, via purchase orders issued under the Contract.
 
By responding to the RFP, bidders acknowledge that: (i) the foregoing are estimates only and are subject to change, in CATSA’s sole and absolute discretion, at any time, up to and including any time after any resulting Contract is entered into; and (ii) CATSA cannot commit to any purchase until a purchase order is issued in accordance with any resulting Contract.
 
These estimated requirements are for informational purposes only and do not represent a commitment by CATSA to buy all or any quantities. 
 
5.0        Term of Resulting Contract 
It is anticipated that the term of any resulting Contract will be for an initial term of five years, renewable for an additional period of up to five years at CATSA’s sole option.

The question acceptance deadline and the closing date are set out in the “Dates” section above. CATSA may extend either or both of such dates.

7.0        Mandatory Requirements
 

1. The Bidder must certify that the proposed RAIC ES shall be functionally equivalent for all Users in English and French  (includes entire RAIC ES, including but not limited to the interface, messaging to Users, feedback to and from Users, decision buttons, meta-data and reporting), and:
   1. provide the option to Users to select either French or English language to be used upon sign-on;
   2. allow Users to select their choice of language of English or French upon sign-on; and
   3. store last sign-on language preference of each User for next sign-on.
