Notice of Proposed Procurement
1. Introduction
The Canadian Air Transport Security Authority (“CATSA”) is a Crown corporation with headquarters at 99 Bank Street, Ottawa, Ontario, Canada, K1P 6B9. CATSA is responsible for the delivery of consistent, effective and efficient screening of passengers and non-passengers in designated airports. 1.1 Estimated Contract Value
$6,500,000 Canadian Dollars (excluding applicable taxes).
2. Description
CATSA has a requirement to establish a contract for outsourced internal audit services for a term of five years, renewable for an additional period of five years, at CATSA’s sole and absolute option, as further described in Schedule “A” (Statement of Work) of the RFP.

3. Procurement Method
This RFP establishes an Open Tendering process to enter into a non-exclusive Contract.
This is Stage 1 of a two stage procurement. RFP Stage 2 will be sent directly to bidders that are shortlisted through this RFP Stage 1, in accordance with Schedule “B” (Evaluation and Selection Process). RFP Stage 1 and RFP Stage 2 shall be collectively, the “RFP”.
4. Estimated Quantity of Services
During the term of the Contract, CATSA may, subject to the availability of funding, purchase up to an estimated four thousand (4,000) to five thousand (5,000) hours of services, on an as and when required basis, via purchase orders issued under the Contract.
By responding to the RFP, bidders acknowledge that: (i) the foregoing are estimates only and are subject to change, in CATSA’s sole and absolute discretion, at any time, up to and including any time after any resulting Contract is entered into; and (ii) CATSA cannot commit to purchase any quantity of services until a purchase order is issued in accordance with any resulting Contract.
These estimated requirements are for informational purposes only and do not represent a commitment by CATSA to buy all or any quantities.
5. Term of Resulting Contract
It is anticipated that the term of any resulting Contract will be for an initial term of five years, renewable for an additional period of five years at CATSA’s sole option.
6. Address for Submission of Questions and Proposals/Responses; Question Acceptance Deadline and Closing Date
The question acceptance deadline and the closing date are set out in the “Dates” section above. CATSA may extend either or both of such dates.

7. Mandatory Requirements
7.1 The resource proposed as CAE will be subject to further evaluation in RFP Stage 2 and should be considered by the bidder to form part of the bidder’s proposed core team of resources. The bidder must demonstrate that the proposed CAE meets the minimum qualifications, as of the Deadline for Proposals:
a) Possess a CIA designation in good standing;
b) Possess a minimum of five years of experience as a Partner;
c) Possess a minimum of ten (10) years of internal audit experience within the past twelve (12) years; and
d) Possess a university degree from a recognized Canadian University or an acceptable equivalent from a foreign institution (as determined by one of the agencies referred by the CICIC).
7.2 The resource proposed as Senior Manager will be subject to further evaluation in RFP Stage 2 and should be considered by the bidder to form part of the bidder’s proposed core team of resources. The bidder must demonstrate that the proposed Senior Manager meets the following minimum qualifications, as of the Deadline for Proposals:
a) Possess a CIA designation in good standing;
b) Possess a minimum of seven years of internal audit experience within the past twelve (12) years; and
c) Possess a university degree from a recognized Canadian University or an acceptable equivalent from a foreign institution (as determined by one of the agencies referred by the CICIC).
8.0 Rated Requirements
The RFP contains details of the rated requirements.
9.0 Contractor Selection
Technical Offers – Stage 1 will be reviewed for compliance with the Mandatory Requirements. Technical Offers – Stage 1 that do not comply with the Mandatory Requirements will be considered non-compliant and will receive no further consideration.
Technical Offers – Stage 1 will be evaluated against the Rated Requirements. CATSA will establish a shortlist of up to the top four bidders with the highest total Technical Scores – Stage 1, provided that they are within a twenty percent (20%) range of the highest Technical Score – Stage 1. Only the bidders meeting these criteria will be eligible to proceed to the next step of the evaluation and selection process.
RFP Stage 2 will be sent directly to shortlisted bidders and CATSA will invite those bidders to submit Technical and Financial Offers in response to RFP Stage 2. Pursuant to the steps outlined in RFP Stage 2, bidders who submit Technical and Financial Offers in response to RFP Stage 2 may also be invited to CATSA HQ in Ottawa, ON to deliver a presentation.
10.0 Trade Agreement
This procurement is subject to: Chapter Five (Government Procurement) of the Canadian Free Trade Agreement (CFTA).
11.0 Use of MERX
CATSA will only use MERX as its web-based forum to post solicitations. As such, the attached procurement document has only been posted on MERX, and all related documents, notices, addendums, and questions and responses thereto will only be posted on MERX.
