Notice of Proposed Procurement
Constituting a Tender Notice under the CFTA and CETA.
1. Introduction
The Canadian Air Transport Security Authority (“CATSA”) is a Crown corporation with headquarters at 99 Bank Street, Ottawa, Ontario, Canada, K1P 6B9. CATSA is responsible for the delivery of consistent, effective and efficient screening of passengers and non-passengers in designated airports. 2. Description
Provision of identification card printer supply, maintenance, inventory management and consumables.
3. Procurement Method
This RFP establishes an Open Tendering process to enter into a non-exclusive Contract.
4. Estimated Quantity of Services
4.1 CATSA has developed and implemented the Restricted Area Identification Card (“RAIC”) program whereby all non-passengers requiring access to defined restricted areas of airports carry a RAIC. It provides a near real-time biometric identity verification system that includes confirmation of a person’s valid security clearance from Transport Canada.
4.2 The RAIC program is designed to augment the security of the Restricted Area at Canadian Class I and Class II airports.
4.3 CATSA has a fleet of sixty-eight (68) Fargo HDP5000 identification card printers (the “Printer”) in support of RAIC at thirty-two (32) Class 1 and 2 airports across the country. Appendix A-1 provides the airport locations and number of Printers currently deployed.
4.4 CATSA’s printer fleet was initially purchased in 2009 and was deployed into service on or about June, 2010. Most of them were replaced in 2016 with two of them still in existence from 2009 with the intention of replacing them in the next two years.
CATSA uses a HID Card part number 2123HBCCANN-11542 for the RAIC Card.
NOTE: Provision of blank HID Cards is NOT within the scope of the services required herein.
5. Term of Resulting Contract
It is anticipated that the term of any resulting Contract will be for an initial term of three years, renewable for five additional periods of one year at CATSA’s sole option.

The question acceptance deadline and the closing date are set out in the “Dates” section above. CATSA may extend either or both of such dates.

7. Mandatory Requirements
M1. The Bidder must provide a letter from HID Global certifying that it is authorized to supply and perform maintenance services, including warranty work, on FARGO® printer model number HDP5000.

10. Trade Agreement
This procurement is subject to:
- Chapter Five (Government Procurement) of the Canadian Free Trade Agreement (CFTA) and The Canada-European Union Comprehensive Economic and Trade Agreement (CETA).
11. Use of MERX
CATSA will only use MERX as its web-based forum to post solicitations. As such, the attached procurement document has only been posted on MERX, and all related documents, notices, addendums, and questions and responses thereto will only be posted on MERX.
