Notice of Proposed Procurement – RFP20-1580
1.0 Introduction
The Canadian Air Transport Security Authority (“CATSA”) is a Crown corporation with headquarters at 99 Bank Street, Ottawa, Ontario, Canada, K1P 6B9. CATSA is responsible for the delivery of consistent, effective and efficient screening of passengers and non-passengers in designated airports. 1.1 Estimated Contract Value
$375,000 CAD
2.0 Description
CATSA has a requirement to procure Employee and Family Assistance Program (“EFAP”) services, as further described in Schedule “A” (Statement of Work), for implementation on April 1, 2021 (“Service Commencement Date”).

3.0 Procurement Method
This RFP establishes an Open Tendering process to enter into a non-exclusive Contract.
4.0 Term of Resulting Contract
It is anticipated that the term of any resulting Contract will be for an initial term of three years from the Service Commencement Date, renewable for two additional periods of one year each, at CATSA’s sole option.
5.0 Address for Submission of Questions and Proposals/Responses; Question Acceptance Deadline and Closing Date
The question acceptance deadline and the closing date are set out in the “Dates” section above. CATSA may extend either or both of such dates.
Questions and proposals/responses must be submitted through the MERX Electronic Bid Submission system at www.MERX.com.
6.0 Mandatory Requirements
M1
Bidder must demonstrate it has a valid organization accreditation through the Council on Accreditation (“COA”), for Employee Assistance Program (“EAP”) services.
To demonstrate compliance, Bidder must provide evidence EITHER with a letter of support issued by the COA OR with a screen shot of the Bidder organization’s listing on the COA website.
M2
Bidder must certify and demonstrate its ability to offer all services outlined in this RFP in both Official Languages (English and French) at all times.
M3
Bidder must certify and demonstrate its ability to provide intake assessment and crisis intervention counselling services, 24 hours per day, seven days a week, 365 days a year, by telephone and by Text Telephone (“TTY”) without the requirement of a relay operator.
M4
Bidder must certify and demonstrate it has a minimum of one counselling office within a fifty (50) kilometer radius of each of CATSA’s locations identified in Section 5 (Population Covered) of Schedule “A” (Statement of Work) of this RFP.

9.0 Use of MERX

10.0 Language
Proposals may be submitted in either English or French.
11.0 General
In the event of any discrepancy, inconsistency or conflicts between the wording of this Notice of Proposed Procurement or any related documents and the wording in the MERX EBS system in respect of this RFP, the wording of this RFP shall prevail.
