Notice of Proposed Procurement
Any capitalized words not defined herein have the meanings ascribed thereto in the RFP.
1.0 Introduction
The Canadian Air Transport Security Authority (“CATSA”) is a Crown corporation with headquarters at 99 Bank Street, Ottawa, Ontario, Canada, K1P 6B9. CATSA is responsible for the delivery of consistent, effective and efficient screening of passengers and non-passengers in designated airports. 1.1 Estimated Contract Value
$150,000 Canadian Dollars, excluding applicable taxes.
2.0 Description
CATSA has a requirement for the supply, implementation, licenses, and support and maintenance of a fully functional, industry-established, cloud-based SaaS HR eLearning Solution.
The objective of the Solution is to provide CATSA employees with a flexible Solution, that will provide easily accessible courses, videos, and other materials that can support employee learning and professional development throughout their career progression at CATSA, from on-boarding, through technical, business, managerial and leadership skills and knowledge acquisition.
The Solution shall be easily configurable in order to meet CATSA’s functional and technical requirements without any code customizations to manage, and track the training and certification information for CATSA employee learning and professional development, as further described in the Statement of Work.

3.0 Procurement Method
This Negotiated RFP establishes an Open Tendering process to enter into a non-exclusive Contract.
4.0 Estimated Quantity of Goods and Services
CATSA’s estimated immediate requirement is for the Solution to be fully implemented (approximately four hundred and fifty (450) licenses) by November 1, 2019.
During the term of the Contract, CATSA may, subject to the availability of funding, purchase additional licenses and additional services on an as and when required basis, via purchase orders issued under the Contract.
By responding to the RFP, bidders acknowledge that: (i) the foregoing are estimates only and are subject to change, in CATSA’s sole and absolute discretion, at any time, up to and including any time after any resulting Contract is entered into; and (ii) CATSA cannot commit to purchase any quantity of goods/services until a purchase order is issued in accordance with any resulting Contract.
These estimated requirements are for informational purposes only and do not represent a commitment by CATSA to buy all or any quantities.
5.0 Term of Resulting Contract
It is anticipated that the term of any resulting Contract will be for an initial term of three years, renewable for an additional two periods of one year each, at CATSA’s sole option.
6.0 Address for Submission of Questions and Proposals; Question Acceptance Deadline and Closing Date
The question acceptance deadline and the closing date are set out in the “Dates” section above. CATSA may extend either or both of such dates.
Questions and proposals must be submitted via the MERX EBS system.
7.0 Mandatory Requirements
M1. Official Languages
Bidder must demonstrate by providing supporting documentation, such as screenshots and/or instructions, to demonstrate that:
a) the Bidder’s proposed Solution has equivalent functionality in English and French for use in their respective tasks by both:
- Program Admin Users; and
- Learners; and
b) Users are able to select their choice of language of English or French upon sign-on.
M2. Protocols
Bidder must certify that its proposed Solution supports learning products that are in full compliance with SCORM 2004, 4th Edition protocols.
8.0 Rated Requirements
The RFP will contain details of the rated requirements.
9.0 Contractor Selection
The RFP will contain the details of the selection method. A summary follows:
Step 1: Confirmation of Compliance to the Mandatory Requirements
Technical Offers will be reviewed for compliance with the Mandatory Requirements
Step 2: Evaluation of Rated Requirements (three hundred (300) points)
Technical Offers will be evaluated against the Rated Requirements. The maximum Technical Score is three hundred (300) points.
At the end of this Step 2 (Evaluation of Rated Requirements), CATSA will establish a shortlist of up to the top three Bidders with the highest Technical Scores that are within a twenty percent (20%) range of the highest Technical Score. Only the Bidders meeting these criteria will be eligible to proceed to the next step of the evaluation and selection process.
Step 3: Rated Evaluation of Usability and Content – Demo Account Access
Shortlisted bidders shall be requested to provide CATSA with access to an account so that CATSA can evaluate the usability and content of the proposed Solution without direct (live) guidance from the bidder. This may be a demonstration account or another account to facilitate CATSA’s evaluation of the proposed Solution and should include at least two courses that are part of the proposed Solution. CATSA shall contact the bidder to make arrangements for access. All expenses that may be incurred are the responsibility of the bidder. Bidders will be assigned a score for each rated requirement to establish a Step 3 “Demo Score”. The maximum Demo Score is one hundred and fifty (150) points. At the end of Step 3, the sum of the Technical Score and the Demo Score shall be established as the Total Technical Score. In the event only one bidder is shortlisted, CATSA may waive Steps 2 and 3.
Step 4: Evaluation of Financial Offer
Financial Offers will be evaluated and assigned an Evaluated Price.
Step 5: Ranking of Bidders
Bidders will be ranked in order of highest Weighted Score as determined by combining the bidders’ Technical and Financial Scores. The top-ranked bidder will receive a written invitation to enter into direct contract negotiations to finalize the Contract with CATSA, without limitation to any other provision in this RFP, including but not limited to Section 11 (CATSA’s Reserved Rights).
10.0 Use of MERX
CATSA will only use MERX as its web-based forum to post solicitations. As such, the attached procurement document has only been posted on MERX, and all related documents, notices, addendums, and questions and responses thereto will only be posted on MERX.

11.0 Language
A French language version of the RFP has also been made available.
Proposals may be submitted in either the English or French language.
