1.0 Introduction
The Canadian Air Transport Security Authority (“CATSA”) is a Crown corporation with headquarters at 99 Bank Street, Ottawa, Ontario, Canada, K1P 6B9. CATSA is responsible for the delivery of consistent, effective and efficient screening of passengers and non-passengers in designated airports. 1.1 Estimated Standing Offer Value
No financial limitation has been set at the Standing Offer Agreement level. Commitments of funds will be made and approved individually with each Purchase Order against this Standing Offer Agreement.
2.0 Description
The Canadian Air Transport Security Authority (“CATSA”) has a requirement to establish up to six Standing Offers (up to three per “Region”, as defined below) with Contractors for the assembly, installation, disassembly and support of screening equipment and peripherals at Canadian airports (the “Services”), including but not limited to Manual Split Lanes (“MSLs”) and In-Line Roller Tables (“IRTs”), on an as and when requested basis, upon entering into a Standing Offer, for a period of five years, as further described in Schedule “A” (Statement of Work). Bidders may submit a proposal for one or both Regions.
Regions are defined as follows:
- “East” – Atlantic and Central Canada; and
- “West” – Prairie Provinces, West Coast, and Northern Canada.

3.0 Procurement Method
This RFSO establishes an Open Tendering process to enter into up to 3 non-exclusive Standing Offers for each Region.
4.0 Estimated Quantity of Services
During the term of the Standing Offer(s), CATSA may, subject to the availability of funding, estimates the following requirements for the Services to be performed on an as, and when required basis, via purchase orders under the Standing Offer(s).:
- Disassembling and packing up of approximately five to ten (10) MSLs per year;
- Installation of approximately six MSLs per year;
- Upgrading approximately five lanes by adding additional items to existing equipment at Canadian airports;
- Providing preventative maintenance.
These estimated requirements are for informational purposes only and do not represent a commitment by CATSA to purchase any quantity of services until a purchase order is issued in accordance with any resulting Standing Offer(s).
5.0 Term of Resulting Standing Offer(s)
It is anticipated that the term of any resulting Standing Offer(s) will be for a term of 5 years.
6.0 Address for Submission of Questions and Proposals/Responses; Question Acceptance Deadline and Closing Date
The question acceptance deadline and the closing date are set out in the “Dates” section above. CATSA may extend either or both of such dates.

7.0 Mandatory Requirements
There are no mandatory requirements for this RFSO.
8.0 Rated Requirements

9.0 Contractor Selection
All proposals will be examined in accordance with the following process:
Step 1: Confirmation of Compliance to the Mandatory Requirements
There are no mandatory requirements for this RFSO.
Step 2: Evaluation of Rated Requirements (50 Points)
Technical Offers will be evaluated against the Rated Requirements, as outlined in Schedule “C” (Technical Offer Requirements and Evaluation). Technical Offers will be assigned a score for each rated requirement to establish a Step 2 “Technical Score”. The maximum Technical Score is fifty (50) points.
At the end of this Step 2 (Evaluation of Rated Requirements), CATSA will establish a shortlist of up to the top three bidders for each Region (total maximum of six short listed suppliers) with the highest total Technical Scores. Only the bidders meeting these criteria will be eligible to proceed to the next step of the evaluation and selection process.
In the event that three or fewer proposals are received for each Region, CATSA reserves the right, in its sole and absolute discretion, to waive Step 2 outlined above.
Step 3: Evaluation of Financial Offer
Financial Offers of shortlisted bidders proceeding from Step 2 (Evaluation of Rated Requirements) will be reviewed to ensure that Bidders proposed maximum, all-inclusive hourly rates for each Category of Personnel in accordance with Schedule “D” (Financial Offer Requirements and Evaluation). Bidders must complete Section 4 (Pricing Tables) by providing all the requested information.
Step 4: Recommendation of Award
CATSA intends to select the responsive proposals submitted by shortlisted bidders for each Region. Shortlisted bidders shall be recommended for award of a Standing Offer, without limitation to any other provision in this RFSO, including but not limited to Section 11 (CATSA’s Reserved Rights).

11.0 Use of MERX
CATSA will only use MERX as its web-based forum to post solicitations. As such, the attached procurement document has only been posted on MERX, and all related documents, notices, addendums, and questions and responses thereto will only be posted on MERX.
