The Canadian Red Cross (CRC) is seeking proposals to select a vendor to provide a new national volunteer workforce management (VWM) solution that will be used to manage the activities and experiences of CRC volunteers across the full volunteer life cycle (i.e., workforce planning, recruitment, selection, placement, orientation, training, recognition, evaluation, and engagement).
Volunteers currently make up a significant portion of the CRC workforce and are critical to CRC’s mission of improving the lives of vulnerable people by mobilizing the power of humanity in Canada and around the world. This new national volunteer workforce management (VWM) solution will replace the disparate set of legacy technologies, tools and processes which are currently being used to manage this important part of CRC’s workforce. For more information about the technologies and tools that are currently in place, please see the “CRC Current-State System Information” attachment.
By moving to a new national volunteer workforce management solution, CRC aims to: improve volunteer experience and engagement, improve data accuracy and reporting, improve workforce analysis and planning capabilities, and streamline and automate operational processes.
Specifically, this RFP seeks:
- Information on vendor capabilities to deliver the solution;
- Information on solution design, architecture and deployment models including fixed and recurring costs;
- Information on solution open interfaces (i.e., APIs) to integrate with third-party systems;
- Information on vendor capabilities to provide software development and/or configuration, platform migration, testing and deployment;
- Information on vendor compliance to security, storage and backup safeguards for data privacy and business continuity;
- Information on vendor recommendations for a flexible architecture that enables future growth, development and optimization of business processes; and
- Information on vendor recommendations for a development and project management approach based on phases.
