ABOUT US
The Canadian Alliance of Medical Laboratory Professionals Regulators (CAMLPR) is not-for-profit organization composed of provincial health regulatory authorities who have the goal of clarifying a mutual understanding of the registration criteria in each province where medical laboratory technologists (MLTs) are regulated. They ensure that all regulated MLTs have the same entry to practice level of competencies regardless of which province they are first registered in or where they were trained, and that the public is, therefore, adequately protected.
THE PROJECT
CAMLPR is considering a clinical skills assessment requirement for internationally educated Medical Laboratory Technologists (IEMLTs) who have fulfilled the requirements for credential recognition in Canada, but do not have the same opportunity as Canadian MLTs to fulfill the requirement of a clinical practicum in Canada.
THE REQUEST
CAMLPR is requesting information from experienced developers to assist with the development of electronic modules that can assess competency-based clinical skills for the profession of Medical Laboratory Technology. Preferably, the modules should be accessible online but proposals using onsite delivery utilizing special equipment will also be considered. The skills assessment modules are based on national competency profiles for certification. Members of CAMLPR are to manage eligibility to assessment.
The information, data, comments, or reactions obtained may be used as research for future work. CAMLPR will review all responses received. CAMLPR will only respond to vendors should they have further questions or need clarification before the deadline. Only the successful vendor(s) will be contacted.
THE VENDOR
Through the implementation of a secure electronic MLT clinical skills assessment, CAMLPR is looking for vendors that are able to:
- Provide administration & coordination of the delivery of a clinical skills assessment program for IEMLTs.
- Develop secure electronic, virtual or online clinical assessment modules of MLT entry level clinical skills consistent with the national competency profile.
- Collaborate and coordinate with Project Manager and MLT subject matter experts.
- Provide orientation and training materials to assessors and administrator as necessary.
- Develop an orientation and materials to applicants prior to each scheduled assessment date by the administrator.
- Deliver the clinical skills assessment across Canada multiple times a year, dependent upon IEMLT enrollments.
- Identify:
- if the assessment would be delivered remotely online or on site.
- electronic equipment required or supplied to support the use of highly detailed digital images and responses for assessment scenarios.
- how assessment score reporting would be provided.
- how support would be provided to the applicant via assessment review for those who do not achieve the required score.
- clarification on intellectual property rights.
- options to orientate assessors to ensure standardization.
REQUIREMENTS
- Assessment creation in collaboration with subject matter experts
- Develop scenarios for assessment in French and English.
- Develop an assessment process map.
- Develop assessment rubrics in collaboration with technical experts.
- Ability to create multiple scenarios for each module to allow for re-assessment in French and English.
- Ability to create an assessment report and summary of recommendations for improvement.
- Flexible and robust content library with multiple options to assess the same competency should a candidate need to be assessed more than once.
- Ability to monitor a scenarios’ performance over time.
- Assessment registration, scheduling and cancellation.
- Client eligibility confirmed by CAMLPR members.
- Assessment Administration*Assessment Administration details have not been fully developed. Administration may be solely conducted by the vendor, co-managed by vendor and CAMLPR or solely managed by CAMLPR.

- Security agreement and Computer security for any digital assessments.
- Policies and procedures in place for security breaches.
- Ability for client to review electronic responses before submitting.
- Ability for timed clinical skills assessments.
- Provide assessment reports directly to CAMLPR.
- Provision for candidate accommodation (physical, learning disabilities, etc.).
- Ability for candidate to comment on items.
- Provision of a practice /orientation for registered clients.
- Assessment Marking
- Ability to score and rescore exams following analysis or review.
- Ability to have either video or report capture of candidate decisions, for marking and for appeals.
- Post Assessment Follow-up
- Generate candidate performance and data reports.
- Ability to review candidate performance on assessment and ability to provide guidance for success in future assessments (Note: maximum 3 attempts).
TIMELINE
This is an open request for proposal-responses are due no later than May 15th 2021. Deadline to submit questions is May 7th, 2021.
Responses will be reviewed immediately thereafter and a decision on whether to proceed with a candidate is anticipated by June 30th, 2021.

RESPONSE FORMAT AND CONTENTS
Responses must outline the ability to deliver goals and requirements outlined in this document. A response may add information not requested in this RFP. At a minimum, the response must contain, but not limited to:
- A company profile, including length of time in business, and relevant experience.
- References from similar customers.
- Summary of deliverables.
- A proposed development and delivery of initial assessment timeline.
- Overview of security.
- An estimate for content development in collaboration with CAMLPR
- An estimated cost per module (per skill assessment i.e.; urinalysis, blood differential, bio-hazardous spill etc.).
- Any other information deemed pertinent
RFP REVIEW
Each response will be reviewed by a CAMLPR committee based on the following criteria:
- Demonstration of ability to best fulfill our goals and requirements, or outline a mechanism available for collaboration with CAMLPR to fulfill the goals and requirements outlined in this RFP
- Projected Estimated Cost
- Deadline and Response Submission
