SCOPE OF WORK
The project consists of engaging an Architect to complete a design & construction tender package for new Response Buildings at both Socket Lake and Vedette Lake Forward Attack Bases. Designs are to include new septic systems, decommissioning & removal of existing septic systems, Class "B" cost estimate, cash flow estimate & schedule. The consultant is to verify for Aboriginal Land Claim & Duty to consult and is to provide a Category B Class EA (C&D Report), a Phase One ESA-DSS and “environmental site inspection” and a Stage 1 Archaeological Assessment Study with the tender documents.
An existing Response Building design exists at Rinker Lake MNRF Base, requiring minor site/condition specific changes and is to be used as a design guideline for Socket and Vedette Lake Response Building designs. The existing Rinker Lake design package will be provided to the successful bidder.
The successful consultant will be required to visit Rinker Lake with the project stakeholders to review the design, before beginning on the designs for Socket Lake and Vedette Lake.
Description of Project
BGIS requests tenders for Consulting and Project Management services including the completion of a Detailed Design package for new MNRF Response Buildings at both Socket Lake Forward Attack Base (FAB) and Vedette Lake FAB. One (1) design will be constructed at each location. The successful bidder shall include in their Detailed Design packages, working drawings, technical specs and one (1) construction tender package for each of:
a) Socket Lake, Ontario
The project scope for this location is for the design and construction of Response, warehouse, and pump house buildings and a new septic system. In addition, the existing warehouse building and pump house building are to be demolished and removed from the site. Existing septic systems are to be decommissioned and removed from the site.
The successful bidder will provide a class "B" cost estimate, cash flow estimate, and schedule.
The successful bidder is to verify for Aboriginal Land Claim & Duty to consult and to provide Category B Class EA (C&D Report), Phase One ESA-DSS and “environmental site inspection” and Stage 1 Archaeological Assessment Study along with the tender documents.
Consulting and Project Management services will be retained through construction
b) Vedette Lake, Ontario
The project scope for this location is for the design and construction of a Response Building and septic system for the base facilities. Existing septic systems are to be decommissioned and removed from the site.
The successful bidder will provide a class "B" cost estimate, cash flow estimate, and schedule.
The successful bidder is to verify for Aboriginal Land Claim & Duty to consult and to provide Category B Class EA (C&D Report), Phase One ESA-DSS and “environmental site inspection” and Stage 1 Archaeological Assessment Study along with the tender documents.
Consulting and Project Management services will be retained through construction
The consultant will be required to capture enough photographs of both sites in order to provide sufficient information to the bidding contractors at the time of tender.
The successful consultant is required to provide/comply with the following:
Socket Lake & Vedette Lake:
- Review the documents provided, investigate the site and provide a design brief with options (sketches) and recommendations with associated costs. The client will require a minimum of 5 business days to review the options provided.
- Consultants are to prepare tender documents for the procurement of a General Contractor from the IO VOR. Consultants are to provide site supervision/inspection, contract closeout and documentation review.
- Site access visits to be coordinated with BGIS and MNRF/building occupants.
- Access to the building/site should remain available at all times.
- Appropriate signage is to be provided by the contractor
- Space & Phase planning to be incorporated into design specification and administer.
- The Consultant shall complete a Category B Class Environmental Assessment (EA) in accordance with the Ontario Environmental Assessment Act and the MOI Public Work Class Environmental Assessment Process (October 2012). Refer to the attached Category B Environmental Assessment document for requirements & deliverables.
- Consultant is required to provide the following:
Cultural Heritage Evaluation assessment based on the MTCS S&Gs and O. Regs..
- TBS Clearances are required for site access
The consultant’s scope of services shall include, but not be limited to, the following list of services: SEE ATTACHED OAA schedules.
Stage 1: background study and property inspection
The consultant archaeologist determines whether there is potential for archaeological sites on the property. He or she reviews geographic, land use and historical information for the property and the relevant surrounding area, visits the property to inspect its current condition and contacts this ministry to find out whether or not there are any known archaeological sites on or near the property. A Stage 2 assessment is required when the consultant archaeologist identifies areas of archaeological potential.
(If Required)
Stage 2: property assessment
The consultant archaeologist surveys the land to identify any archaeological resources on the property being developed. For a ploughed field, he or she will walk back and forth over it looking for artifacts on the surface. In forests, overgrown pasture areas or any other places that cannot be ploughed, he or she will dig parallel rows of small holes, called test pits, down to sterile subsoil at regular intervals and sift the soil to look for artifacts. He or she may use other strategies if properties are paved, covered in fill or have deeply buried former topsoils (such as floodplains or former sand dunes). The consultant archaeologist will help determine whether any archaeological resources found are of sufficient cultural heritage value or interest to require Stage 3 assessment.
- Financial tracking, monitoring & reporting of each site i.e. Socket Lake & Vedette Lake (independent of each other)
The consultant’s scope of services shall include, but not be limited to, the following list of services: SEE ATTACHED OAA schedules.
Project Deliverables
As per IO and BGIS policy, the Tender Documents are prohibited from containing any reference to brand names, product names, product numbers, etc. The consultant is required to include references to performance criteria only, unless stated otherwise within the IO Design Guidelines. Exemptions must be pre-approved by the BGIS project manager and may include items which are required to be named out of necessity of compatibility with existing equipment.
The Consultant shall prepare the deliverables in accordance with the Bid Document requirements. All text reports & the requested design submissions will be provided in 8 ½ x 11 page size format.
- Draft copies of reports may be stapled. (Studies & Feasibility Reports)
- Final Reports (Studies), Documents issued for Tender, Documents issued for Construction & Closeout Documents must be professionally bound with a cover page stating the BGIS project number, BGIS project name, project location, design submission, revision number (if applicable), and date.
Deliverables will include but are not limited to the following:
- Consultant will prepare design brief and present designs for full Client review and sign off at the Schematic Design (33%), Design Development (66%) and Tender Documents (99%) design stages along with updated project schedules & Class D, C, B, and Pre-Tender estimates.
- Cost Estimates must include detailed explanation for variances from the previous cost estimate.
- A revised schedule is required to be submitted at each of the design phases identified.
- Schedule submissions must include detailed explanation for variances from the previous schedule.
- Allow for making two (2) sets of changes/revisions at each of the phases/stages identified.
- The Consultant shall provide two (2) electronic copies on a portable electronic memory device at the Schematic Design (33%), Design Development (66%) and Tender Documents (99%) design stages.
- The Consultant shall provide two (2) electronic copies portable electronic memory device of the Drawings & Specifications Issued for Tender.
- The consultant shall provide three (3) hardcopy sets and one (1) electronic copy of construction drawings & specifications on a portable electronic memory device to the General Contractor (or other Prime vendor procured for the construction phase of the project) by the time of the construction kick off meeting. All addenda issued during the tendering period are to be incorporated.
- Should a building permit be required the Consultant shall prepare the application for the building permit and obtain all the required signatures. Ensure that all the necessary permits and/or licenses required for executions of the work is obtained and answer queries from the Examiner and prepare design revisions as required. The Contractor shall apply for the Building Permit and provide to the BGIS Designee, copies of all permits and licenses obtained.
- The Consultant shall provide two (2) hardcopy & electronic sets of the Drawings and specification for permit application.
- The Consultant shall visit the site regularly during the construction phase to ensure compliance with the contract documents, resolve any on site issues and provide a report with photos and to issue them no later than three (3) days following the site inspection to all parties;
- The Consultant is responsible to chair, records & distribute minutes for all meetings following the design kick off/initiation meeting and issue them no later than three (3) days following the meeting to all parties. The consultant shall be responsible for follow-up and coordination of issues pertinent to the project.
- Contractor’s mandatory bid meeting: All questions asked during this meeting are to be recorded by the Consultant. Further questions are to be submitted via email to the BGIS Project manager. Questions will be answered via addendum prepared by the consultant.
- Once the project is deemed ‘Substantially performed’, the Consultant shall certify and submit to BGIS and the Contractor, a Substantial Performance Certificate.
- Upon substantial completion, the Consultant shall forward to the Contractor, three (3) complete sets of working drawings on which the Contractor shall record changes as-built.
- The Substantial Performance Certificate is to be submitted no later than three (3) business days following Substantial Completion.
- At the time of Substantial Completion, the consultant is responsible to obtain one (1) hardcopies & two (2) electronic copies of the Operations & Maintenance Manuals from the General Contractor. They are to be reviewed & approved by the consultant and submitted to BGIS along with one (1) hardcopy sets of record drawings plus two (2) editable electronic CAD files in accordance with “IO CAD Standards” on a portable electronic memory device. The consultant shall provide documentary proof to BGIS that the drawings were completed in accordance with IO CAD Standards
- All Operations & Maintenance manuals are required to be compliant with the current IO Design & Commissioning Guidelines (Refer to Schedule B of the 2015 IO Building Systems Commissioning Guideline).
- Upon Total Completion, the consultant will be required to provide a “Statement of Total Completion” To BGIS. This is to be submitted no later than three (3) business days following Total Completion.
