SCOPE OF WORK
Description of Project
BGIS invites bids from consulting service providers to prepare tender ready documents for the replacement of the existing generator located at the OPP Detachment/Ontario Government Office, 62 Queen Street East, Sioux Lookout, Ontario.
The successful bidder shall ensure that the replacement generator is sized to accommodate 100% of the current building electrical load & will also provide design brief options on load capacities. i.e. existing load plus 50% additional load to accommodate future parking lot plug-ins and/or to accommodate various loads throughout different parts of the building.
In the event of a power failure, the replacement generator should have a minimum of 72 hours back up running capacity on one fuel cell for all loads within the building. The replacement generator is to be connected to an alarming system. A standby generator will be required during construction to accommodate the switch over to the new generator.
Description of Services
The successful consultant is required to provide/comply with the following:
- Review the documents provided, investigate the site and provide a design brief with options (sketches) and recommendations with associated costs. The client will require a minimum of 7 business days to review the options provided.
- Consultants are to prepare tender documents for the procurement of a General Contractor from the IO VOR. Consultants are to provide site supervision/inspection, contract closeout and documentation review.
- Site access visits to be coordinated with the site and CBRE FM and/or Technician and/or building occupants.
- Work will occur during regular business hours.
- Include an environmental consultant to perform project specific DSS and provide abatement specifications (if required) which is to be incorporated into the RFT documents.
- Access to the building should remain available at all times.
- Appropriate signage is to be provided by the contractor
- Consultant is to provide commissioning services
- Project is to be done in accordance with the latest IO Design and Commissioning Guideline (2017).
- For all Power Interruptions, Consultant is required to Complete the CRFC forms as per Infrastructure Ontario Guidelines. This must be submitted with a complete Method of Procedure. Power Shutdown/Interruption approval time is a minimum of 20 business days.
- The Consultant shall complete a Category A Class Environmental Assessment (EA) in accordance with the Ontario Environmental Assessment Act and the MOI Public Work Class Environmental Assessment Process (October 2012). Refer to the attached Category A Environmental Assessment document for requirements & deliverables.
- TBS Clearances are required for site access
- OPP Clearances are required for site access
The consultant’s scope of services shall include, but not be limited to, the following list of services: SEE ATTACHED OAA schedules.
Project Deliverables
As per IO and BGIS policy, the Tender Documents are prohibited from containing any reference to brand names, product names, product numbers, etc. The consultant is required to include references to performance criteria only, unless stated otherwise within the IO Design Guidelines. Exemptions must be pre-approved by the BGIS project manager and may include items which are required to be named out of necessity of compatibility with existing equipment.
The Consultant shall prepare the deliverables in accordance with the Bid Document requirements. All text reports & the requested design submissions will be provided in 8 ½ x 11 page size format.
- Draft copies of reports may be stapled. (Studies & Feasibility Reports)
- Final Reports (Studies), Documents issued for Tender, Documents issued for Construction & Closeout Documents must be professionally bound with a cover page stating the BGIS project number, BGIS project name, project location, design submission, revision number (if applicable), and date.
Deliverables will include but are not limited to the following:
- Consultant will prepare design brief and present designs for full Client review and sign off at the Schematic Design (33%), Design Development (66%) and Tender Documents (99%) design stages along with updated project schedules & Class D, C, B, and Pre-Tender estimates.
- Cost Estimates must include detailed explanation for variances from the previous cost estimate.
- A revised schedule is required to be submitted at each of the design phases identified.
- Schedule submissions must include detailed explanation for variances from the previous schedule.
- Allow for making two (2) sets of changes/revisions at each of the phases/stages identified.
- The Consultant shall provide electronic copies of the Drawings & Specifications at the Schematic Design (33%), Design Development (66%) and Tender Documents (99%) design stages.
- The Consultant shall provide electronic copies of the Drawings & Specifications of the Drawings & Specifications Issued for Tender.
- The consultant shall provide three (3) hardcopy sets and one (1) electronic copy of construction drawings & specifications on a portable electronic memory device to the General Contractor (or other Prime vendor procured for the construction phase of the project) by the time of the construction kick off meeting. All addenda issued during the tendering period are to be incorporated.
- Should a building permit be required the Consultant shall prepare the application for the building permit and obtain all the required signatures. Ensure that all the necessary permits and/or licenses required for executions of the work is obtained and answer queries from the Examiner and prepare design revisions as required. The Contractor shall apply for the Building Permit and provide to the BGIS Designee, copies of all permits and licenses obtained.
- The Consultant shall provide two (2) hardcopy & electronic sets of the Drawings and specification for permit application.
- The Consultant shall visit the site regularly during the construction phase to ensure compliance with the contract documents, resolve any on site issues and provide a report with photos and to issue them no later than three (3) days following the site inspection to all parties;
- The Consultant is responsible to chair, records & distribute minutes for all meetings following the design kick off/initiation meeting and issue them no later than three (3) days following the meeting to all parties. The consultant shall be responsible for follow-up and coordination of issues pertinent to the project.
- Contractor’s mandatory bid meeting: All questions asked during this meeting are to be recorded by the Consultant. Further questions are to be submitted via email to the BGIS Project manager. Questions will be answered via addendum prepared by the consultant.
- Once the project is deemed ‘Substantially performed’, the Consultant shall certify and submit to BGIS and the Contractor, a Substantial Performance Certificate.
- Upon substantial completion, the Consultant shall forward to the Contractor, three (3) complete sets of working drawings on which the Contractor shall record changes as-built.
- The Substantial Performance Certificate is to be submitted no later than three (3) business days following Substantial Completion.
- At the time of Substantial Completion, the consultant is responsible to obtain one (1) hardcopy & two (2) electronic copies of the Operations & Maintenance Manuals from the General Contractor. They are to be reviewed & approved by the consultant and submitted to BGIS along with one (1) hardcopy set of record drawings plus two (2) editable electronic CAD files in accordance with “IO CAD Standards” on a portable electronic memory device. The consultant shall provide documentary proof to BGIS that the drawings were completed in accordance with IO CAD Standards
- All Operations & Maintenance manuals are required to be compliant with the current IO Design & Commissioning Guidelines (Refer to Schedule B of the 2015 IO Building Systems Commissioning Guideline).
- Upon Total Completion, the consultant will be required to provide a “Statement of Total Completion” to BGIS. This is to be submitted no later than three (3) business days following Total Completion.
