These Instructions to Bidders are issued by BGIS Global Integrated Solutions Canada LP (“BGIS”) for the purpose of creating a shortlist of prequalified Consultants (top five highest technical scoring bids) to submit a financial bid on the above noted project at a later date to carry out the Services for the Project. BGIS is the project manager for the Project and is under contract with the Client Infrastructure Ontario (“IO”). Only Consultants invited to bid on the Project (the “Bidders") shall be allowed to submit Bids.

BGIS requires the services of a qualified Consultant for the following project and scope of services:
The consultant’s scope of services as describe but not limited to the Schedule A Prime Consultant's Services.
North Bay District Enforcement of the Ministry of Natural Resources and Forestry are moving ahead with an exciting new building in the area of Gormanville and McKeown in North Bay, behind 447 McKeown Avenue and beside 877 Gormanville Road. Occupancy of the new building is July 2020.
The new building will be designed to LEED Certified standards and is to be certified. The new building will consist of offices, workstations, labs (dry and wet), kitchen, lockers and showers, storage (some volitile materials) and heated storage with a mezzanine (no lift/elevator). Various overhead doors will be required at grade. Equipment lists will be provided at a later date. Filing solutions to reduce the size of the "Records Archive" will be entertained to help lower the overall square footage of the building. The building must be sized at fifteen-thousand and fifty-four (15,054) usable square feet.
Furniture Procurement is required.
A switch for a temporary, portable generator is to be included. Requirements of the systems requiring redundant power through the generator are to be determined. Cabling is to be connected through underground connections from the new building to the exisiting MNRF Building located at 875 Gormanville and can not encroach on the OPP property located between the two MNRF buildings.
Parking deliniations and access to the site are being determined and finalized by Infrastructure Ontario through discussions with various ministries.
The site requires a secure outdoor compond (gated access with security equpment) for equipment and storage of materials (some small open structures (pole shed and gas shed) will be required, meeting code but not requiring any heating, ventilation and/or air conditioning for comfort). The compound is to asphalt or gravel, to be determined.
Appropriate site lighting is to be included.
Seventy-eight (78) parking spaces are required. Connection to a new side walk, connecting the two MNRF buildings is required.
Design had previously begun with two options for consideration at Schematic Design. Both options are greater than the usable square footage noted above, but the drawings will be made available to the successful proponent for revision.
Standard IO Guidelines are to be followed.
Description of Services
The successful consultant is required to provide/comply with the following:
• Site access visits to be coordinated with the site and CBRE FM and/or Technician and/or building occupants.
• Review the documents provided, investigate the site and provide a design brief with options (sketches) and recommendations with associated costs. The client will require a minimum of 5 business days to review the options provided.
• Consultants are to prepare tender documents for the procurement of a General Contractor from the IO VOR. Consultants are to provide site supervision/inspection, contract closeout and documentation review.
• Consultants are to prepare tender documents for the procurement of Furniture & Filing from the IO VOR. Consultants are to include construction administration for this item.
• Consultants are to prepare tender documents for the procurement of Seating from the IO VOR. Consultants are to include construction administration for this item.
• Include an environmental consultant to perform project specific DSS and provide abatement specifications (if required) which is to be incorporated into the RFT documents.
• Appropriate signage is to be provided by the contractor
• Consultant is to provide commissioning services
• Project is to be done in accordance with the latest IO Design and Commissioning Guideline (2015).
• Consultant required to complete CMMS Form (if required) provided upon substantial completion of the project.
• Space Planning
• A building permit will be required to be applied for by the consultant, paid for by the General Contractor
• TBS Clearances are required for site access
Project Deliverables
As per IO and BGIS policy, the Tender Documents are prohibited from containing any reference to brand names, product names, product numbers, etc. The consultant is required to include references to performance criteria only, unless stated otherwise within the IO Design Guidelines. Exemptions must be pre-approved by the BGIS project manager and may include items which are required to be named out of necessity of compatibility with existing equipment.
• Upon substantial completion, the Consultant shall forward to the Contractor the completed and signed Form 6 (Substantial Performance Certificate). The Form 6 is to be submitted no later than three (3) business days following Substantial Completion.
• At the time of Substantial Completion, the consultant is responsible to obtain one (1) hardcopy & two (2) electronic copies of the Operations & Maintenance Manuals from the General Contractor. They are to be reviewed & approved by the consultant and submitted to BGIS along with one (1) hardcopy set of record drawings plus two (2) editable electronic CAD files in accordance with “IO CAD Standards” on a portable electronic memory device. The consultant shall provide documentary proof to BGIS that the drawings were completed in accordance with IO CAD Standards
• All Operations & Maintenance manuals are required to be compliant with the current IO Design & Commissioning Guidelines (Refer to Schedule B of the 2017 IO Building Systems Commissioning Guideline
A mandatory site visit and briefing will be held at 1:00:00 PM EST on July 6th, 2018 at at site behind 447 McKeown Avenue, North Bay, ON to discuss issues related to the RFP. (Failure to attend will result in disqualification).
Pre-Registration for the Site Visit is Mandatory.
Bidder’s representatives must comply with the requirements outlined in section 5.2 of the RFT Instructions to Bidders. Failure to pre-register your site visit representative prior the Start of the site visit, will result in disqualification from bidding on this RFT. Pre-Registration must be submitted via email to:
