This Request for Proposals (“RFP”) is an invitation by BC Housing and the City of Vancouver (“the City”) and Vancouver Affordable Housing Agency (the “Housing Agency”) to Non Profit Housing Societies (“Proponent”) to submit proposals for the construction and management of two affordable rental housing buildings on two municipally-owned sites within Vancouver, BC.

Proponents may choose to submit proposals for both or either of the two sites.

Scope of Work

The scope of work for individual social housing developments will be set out within the RFPs but the successful proponent would be responsible for following:

Liaising with Housing Agency and BC Housing during the construction of the buildings to ensure the scope of work aligns with operational requirements
Preparing for Operational start-up, selection of tenants and commencement of building operations
Manage and operate rental housing
Refinement of income testing, tenanting and screening process to allow a greater flexibility in servicing;
Effective and efficient property management; and
Raising finance from a range of sources.

Property Details & Target Populations
Both sites are owned by the City of Vancouver. The Successful Proponent(s) will work with the BC Housing and the Housing Agency, in the design and construction of the building(s). See the addendum for individual site details. The City will lease each site for a nominal fee to the Proponent(s).   The City's target rents for both sites are for 100% percent of the units to be rented at rents up to BC Housing Income Limits (HILS). No operating subsidies will be provided by BC Housing nor the City, therefore the projects must be operationally self-sustaining

These projects are being designed to BC Housing and City of Vancouver Design and Technical Guidelines with emphasis on general needs housing rather than supported housing.

Brief details of the two sites are outlined below however a more detailed background for each is attached in Appendix E

Site #1

3175 Riverwalk Avenue, Vancouver. Located in the developing River District development district off Kerr Street and Marine Way. Total of 107 planned units. Tenant mix: singles, seniors and families. Target Affordability 70%-100% at BC Housing Income Limits

Site #2

3510 Fraser Street between East 19th and East 20th Avenues. Located in the Mount Pleasant area. Total of 64 planned units. Tenants: seniors. Target Affordability: 70%-100% at BC Housing Income Limits
