VIA requires a Supplier to rehabilitate a culvert located at McKenna Casey Drive - Mile 7.20 Smiths Falls. The work include the installation of 2 new culvert structures and the installation of 2 liners culvert inside existing ones under the road and the railway line. The work also include the replacement of a culvert system under a farm road.
In order to submit a bid the Tenderers must be compliant with the following mandatory criteria:
1)Tenderer to provide proof of insurance or a letter issued in favour of VIA dated and signed by an authorized representative of its insurance company stating that if the Tender is successful, insurance policies in accordance with the contract will be issued following contract award:
-Commercial General Liability Insurance of for a minimum amount of $25 000 000 combined limit per occurrence with a global policy aggregate of at least 50 000 000
-Standard Owners Form Automobile Liability Insurance of $5,000,000
-Contractor’s Pollution Liability of $10 000 000
-All Risks insurance policy
2)Be present at 4378 McKenna Casey Drive, Nepean, ON K2J 4S8 next to the culvert location, January 12th, 2017 at 11:00 A.M.
3)Provide a letter signed by an authorized representative of a recognized financial institution, stating that if the Tendered is awarded the contract they will issue a letter of credit for an amount equivalent to 50% of the value of the initial yearly contract fee and each subsequent contract year.
Or
10% Bid Bond issued in favour or VIA dated and signed by an authorized representative of the Surety and provide VIA with a letter issued in favour or VIA dated and signed by an authorized representative of the Surety stating that if the Tender is successful, 50% performance bonds/50% labour & material bonds in accordance with the contract will be issued following contract award
4)The work related to the portion within the VIA Right-of-Way including demobilization must be completed prior to March 31, 2017.
The ends on the North side and the farm culvert rehabilitation must be completed prior to September 31, 2017.
5)Tenderer must have a minimum of five (5) years of experience in installation of culverts without affecting the railway operations.
Note: A few temporary slow orders may be considered, but trains will not be cancelled.
6)Project manager must have a minimum of ten (10) years of experience in management of culvert installation under a live/operating railway.
7)Written confirmation from the Workplace Safety and Insurance Board (WSIB) having jurisdiction over the location of the work certifying that the Tenderer is in good standing.
