The primary goal of this project is to establish a new Child and Youth Wellness Centre to support prevention services for Tsartlip members in the TFN community. This phase focuses on creating a Feasibility Study Report with initial concept design and costing. Once completed, the project outcomes will support funding submissions to CHRT 41 for future phases, including detailed design, construction, and sustainable operation. The new Wellness Centre will provide accessible, consistent, safe, and culturally appropriate prevention services for Tsartlip members.
The successful Proponent will:
- Engage with TFN leadership, staff, and community members throughout the feasibility and concept design process.
- Help identify a preferred site location that best meets the community’s needs.
- Adhere to Indigenous Services Canada’s Child and Family Services Capital Guide and other relevant laws, regulations, codes, and standards.
- Develop concepts, cost estimates, and a feasibility report reflecting the values and vision of Tsartlip First Nation.
- Ensure successful funding submission to CHRT 41 for subsequent project phases.
The project must comply with the FNCFS CHRT 41 Capital Delivery Guide and funding application requirements. The successful Proponent will work closely with the TFN Project Team and Managing Consultant (Urban Systems Ltd.) to achieve these objectives.
