Proponents are to upload one (1) electronic copy (.pdf format) to MERX. The term “local time” shall mean the time as measured by the time clock maintained by MERX. Each Proponent is responsible for the upload of its Proposal to MERX. Proposals transmitted by email or sent by any other electronic means will not be considered. Proponents will not be able to upload their proposals after the submission deadline. Late submissions will not be accepted via any other means. No exceptions will be made in the case of late delivery - including but not limited to – internet connection problems.
