Description:
The University of Toronto (“University”) is soliciting submissions from suppliers that wish to participate in future online proctoring services at the University across all three campuses (St. George, Mississauga and Scarborough).
It is the University’s intention to enter into the Form of Agreement based on Appendix A with up to five (5) legal entities.
The Proponent should be able to provide both a fully live service in which students are watched remotely by a live proctor, as well as a remote recording service for subsequent human review.
Fees should be payable by the academic program administration for a cohort of students, or directly by individual students on a per exam basis.

Conditions for Participation:
Up to the top five (5) highest scoring Proponents will be required to participate in an Information Risk Management Questionnaire (IRMQ) audit process which will cover standards related to the protection of personally identifiable information, protection of intellectual property, information security practices, access control practices, monitoring practices, business continuity planning, capacity and scalability of architecture, and so on. Proponents should note that their privacy policies would be made available to members of the University community. The Successful Proponents will be accountable for the protection of confidential and sensitive information, including Personal Information, whenever such information is accessed, processed, exchanged or stored, or otherwise handled by the Proponent or any of its representatives, including without limitation whenever such information is transferred among any of, the Proponent, its representatives and the University.

Time-Frame for Delivery/Duration of Agreement:
The term of the agreement is to be for a period of two (2) years, with an option in favour of the University to extend the agreement on the same terms and conditions for an additional two (2) terms of up to one (1) year each. It is anticipated that the agreement will be executed around March, 2018.

Negotiation:
At the end of the evaluation process, the University of Toronto may identify one or more suppliers with whom it wishes to enter into negotiations, by written notification.
Electronic Auction:
The process does not involve an electronic auction.
