Description:
The University seeks to contract with a minimum of two (2) and up to (3) legal entities for the provision of Caretaking Services as described in this RFP for various groupings of buildings (Zones) located on the St. George campus. There are currently seven (7) Zones of buildings identified in the RFP and Proponents may submit a Proposal for providing Caretaking Services for one (1) or more Zone and Proponents must provide a Proposal that addresses a Zone in its entirety.
The Cleaning Services identified in this RFP is specific to (22) twenty-two buildings and accounts for approximately 20% (1,500,000 cleanable square feet) of the University’s total cleanable square footage. The 22 (twenty-two) buildings have been grouped into seven (7) building groupings (Zones) organized by geographical location and/or current coverage during operational hours.
Each Zone contains at least one caretaking office, lunchroom, change room, and main stock room. Biometric hand scanners and Morse Key boxes are located in the principal buildings of a Zone.
At the University’s discretion, the University reserves the right to add buildings to a Zone and/or create additional Zones during the Contract term. The University will work with the successful Proponents to assign any new building to a specific Zone or to obtain quotes from up to three (3) Successful Proponents and award based on University requirements. In the event a new Zone is created, the University will work with the successful Proponents to obtain quotes and award based on University requirements. The University, at its discretion, reserves the right to conduct an open competitive procurement during the Contract term for any newly created buildings or Zones.
For the purposes of this RFP and to ensure that the University contracts with more than one (1) Proponent, the University, at its discretion, reserves the right to limit awarding no more than a maximum cleaning square footage of 1,000,000 to any one successful Proponent. Square footage may be adjusted to accommodate awarding a complete Zone.
Maximum square footages may be adjusted during the contract term.

Time-Frame for Delivery/Duration of Agreement:
The term of the agreement is to be for a period of five (5) years, with an option in favour of the University to extend the agreement on the same terms and conditions for two (2) additional terms of a three (3) year term and a two (2) year term. It is anticipated that the agreement will be executed on or around May 2018.

Negotiation:
At the end of the evaluation process, the University of Toronto may identify one or more suppliers with whom it wishes to enter into negotiations, by written notification.
