Description:
Health Canada will be collaborating with the University of Toronto (the “University”) to explore the efficacy of a Front Of Pack (FOP) Product Identifier (PI) as a readily accessible label component to help consumers easily and quickly identify Supplemented Foods (SFs) and distinguish them from other foods; and the effectiveness of proposed SF labelling strategies to ensure that the type and amount of the supplemental ingredients, the guidance/cautions associated with the SF use, are ascertained by consumers.
In this study the University will test the key set of components of a labelling approach to ensure that consumers of varying health literacy status can:

Identify and distinguish SFs from other foods;
Determine the amount and type of supplemental ingredients; and
Identify and understand the risks and/or benefits associated with SF use

This procurement is covered by:

Chapter 5 of the Canadian Free Trade Agreement
Chapter 9 of the Ontario-Quebec Trade and Cooperation Agreement
Chapter 19 of the Comprehensive Economic and Trade Agreement between Canada and the European Union

Time-Frame for Delivery/Duration of Agreement:
The term of the agreement is to be for a period of three (3) years, with an option in favour of the University to extend the agreement on the same terms and conditions for an additional two (2) terms of one (1) year each. It is anticipated that the agreement will be executed on or around January 2018.

Negotiation:
At the end of the evaluation process, the University of Toronto may identify one or more suppliers with whom it wishes to enter into negotiations, by written notification.

Electronic Auction:
The process does not involve an electronic auction.
