DESCRIPTION OF PROCUREMENT
The University of Toronto is Canada’s largest public research university with total enrolment of nearly 100,000 students and more than 675,000 alumni. The University issues official academic transcripts which are delivered digitally through a white label online store front. Additionally, a small number of transcripts continue to be mailed through Canada Post or are available for pick up (https://www.registrar.utoronto.ca/transcripts/). Approximately 65,000 digital transcripts (PDF) are produced per year. In addition, 15,000 transcripts are issued via extensible markup language (XML) to other Ontario universities through the Ontario Universities’ Application Centre OUETS service.
The University is interested in expanding its digital credentialling services to include the continued issuance of PDF transcripts, as well as digital diplomas, microcredentials and digital badges. The services provided must include the University of Toronto branded service portal for students and alum to order electronic copies of their transcript, digital diplomas, and for the issuing microcredential and digital badges. The delivery mechanism for the transcript should be a secure PDF. The University is committed to an evolving landscape of digital credentials and expects Proponents to offer a range of features that support microcredentials, stackable credentials, and digital badging, while ensuring full interoperability with industry standard systems and platforms.
Future work/additional usage - There is a potential that other campuses, departments and divisions (each called as a “Unit”) at the University of Toronto may decide to onboard this Agreement, at their discretion during the term of the Agreement including the Optional Years. The Statement of Work for each Unit will be negotiated separately using the pricing in Schedule D Part 2 Financial Submission Requirements. Proponents should complete the information requested in Schedule D Part 2 Financial Submission Requirements.
The procurement is anticipated to involve negotiation. An electronic auction is not anticipated.

Submissions must be submitted electronically at https://utoronto.bonfirehub.ca/opportunities/88941 on or before February 26, 2025 (2:00 PM local time). The submissions will not be opened publicly.

CONTRACT DETAILS
The term of the Agreement is anticipated to be for 3 years with option, at the University’s sole and absolute discretion, to extend for three additional 1 year periods.
