RFP 2017-0623-299 - Video and Audio Transmitters and Receivers over IT Networks for TVO’s Ontario Hu

The Ontario Educational Communications Authority (hereafter referred to as “the Authority”), conducting business in the Province of Ontario as TVO  is seeking submissions for a number of digital (SDI) video and audio transmitter and receiver sets that will operate over the Orion network in the province of Ontario. The devices will provide real-time audio and video signals from/to remote locations within the TVO’s Ontario Hubs initiative with Orion connectivity to TVO with simultaneous return feeds. The technology is intended for live production use; its mandatory and optional requirements are detailed below.

TVO’s main office is located at 2180 Yonge Street in Toronto. 
 
Mandatory Requirements
 
The devices required will be used to transport live audio/video signals over the Orion network between TVO headquarters at 2180 Yonge Street in Toronto and other remote locations in Ontario, and with the following mandatory characteristics:
 

• Must be either simultaneously bi-directional or be specified accordingly to achieve that functionality
• Comply with TVO’s in-house audio/video signal specifications namely accept and provide 1080i HD video signals over SDI transport with embedded audio
• Have constant latency with a maximum of 1 second
• Operate over the Orion network
• Quotes should be for 4 bi-directional pairs plus 1 bidirectional spare 
• Ability to deliver within 3 weeks following issuance of the PO
