TVO is Ontario's public educational media organization and a trusted source of interactive educational content that informs, inspires, and stimulates curiosity and thought, empowering people to be engaged citizens of Ontario through educational media. TVO owns 7 towers and currently operates 9 full power ATSC over-the-air transmitters across Ontario.
The following seven (7) TVO Towers, shown in Table 1, have been inspected and a list of deficiencies prepared, as detailed in schedule 1. All deficiencies listed must be repaired to industry standards and ensure compliance with CSA S37-13. TVO is seeking bids to complete this work.

TVO inspects all towers regularly to ensure compliance with the CSA standard S37-13. This process involves two separate actions: inspection and deficiency repair. This RFP is to address the repair process. The inspection process was completed in 2018. Some priority “A” deficiencies have been repaired in 2018 and are not included in this RFP.
TVO requires the services of a qualified Tower Maintenance/Engineering firm to conduct all repairs detailed in Schedule 1. All repairs must be completed under the supervision of qualified tower engineering personal.
TVO requires tower guy fencing at Sudbury and Thunder Bay. See included diagrams in Schedule 2 for further information.
TVO’s preference is to complete all tower work in favorable weather as it benefits both parties. TVO also must respect disruption to our tower clients’ programming particularly FM rating periods starting in September 2019.
Copies of tower inspection reports are available on request. Pictures in reports would be needed as well as guy tensions and it is recommended that you review these for most accurate quoting.
