Description

The Ontario Educational Communications Authority (hereafter referred to as “the Authority”), conducting business in the Province of Ontario as TVO is seeking submissions for a “Live Web Streaming Solution” that will provide live streams to our distribution partners that currently include YouTube, Twitter (Periscope), Facebook and Brightcove. The system is required to be flexible enough to accommodate changing distribution specs (i.e. bitrates, resolutions, etc.) as well as other distribution partners as needed.

The solution proposed should be enterprise level, capable of highly redundant, unattended operation with appropriate scheduling, administrative tools and support for distribution of mission critical media. The proposals must meet mandatory requirements.

1Ability to send to a minimum of five end points simultaneously:

Periscope at a resolution of 960x540 at 896kbps
Facebook at a resolution of 1280x720 at 4128 kbps, YouTube at a resolution of 1920x1080 at 6128kbps
Brightcove at a resolution of 1920x1080 at 6128kbps
A second Brightcove stream at a resolution of 960x540 at 896kbps

(Bit rates combine video and audio)
2A minimum of one HD-SDI input source (1080i HD video with embedded audio as per TVO in-house standards)
3Ability to schedule streaming events start and stop times at least 1 week in advance so they start and stop automatically at the scheduled date/time without human intervention
4Ability for each scheduled event to have unique titles/ descriptions
5Ability to automatically create the live event (based on schedule) on Twitter, Facebook and YouTube using the endpoint's API, avoiding manual configuration on the social media site
