Section A – Project Description
A1.0 Scope
The scope of this project is to replace key components of TVO's Davis Studio core infrastructure in order to provide a more reliable and robust production technology environment.
The objective is to lay the foundation for a production environment that is highly integrated, responsive and agile while increasing reliability and effectively managing risks associated with proprietary, single source dependencies.
In order to achieve this, TVO has identified parts of the infrastructure that will create the foundation for this transformation while fully utilizing existing peripheral technologies until such time when they can also be replaced within the new ecosystem. This approach will facilitate an incremental transition to future peripheral components such as IP based cameras and monitoring systems as they become available.
A1.1 Out of Scope
TVO will not consider any proposals outside the scope above such as fully integrated solutions based on SDI technology and fully transitioned IP based facility.
A1.2 Current State
The Davis Studio is a traditional 4 camera plus stationary wide-shot, live and recorded production facility. Its infrastructure is based on HDSDI technology, producing content at 1080i/29.97.
A1.3 Desired State
The desired future state of the Davis Studio system is a transitional, hybrid IP based environment based on ST-2110 compliant core infrastructure and includes:
- Reliable and/or redundant leaf-spine core infrastructure
- IP based, multi-cast core switches and low-level management
- Highly configurable and flexible workflow design
- High-level SDN and workflow management
- Natively and tightly interfaced ST-2110 compliant production switcher
- Able to match or exceed performance of current traditional design
- Flexible / configurable resource management
- High performance and highly integrated (IP<->SDI) encapsulation and de-ecapsulation layer
Section B - Description of the RFP and Requirements Summary
B1.0 Method
In order to achieve the desired state, TVO has decided to pursue a hybrid IP implementation where a reliable, redundant and industry standard IP based solution forms the core infrastructure and works with the rest of the HDSDI based peripheral infrastructure through an appropriate encapsulation and de-encapsulation layer.
To facilitate acquisition and implementation of this future state in flexible and manageable steps, the project has been organized in 4 different groups of deliverables:
- Production Switcher
- IP Core Infrastructure / SDN / Orchestration / Timing
- Encapsulation/De-encapsulation solution
- Design and Implementation Services
Accordingly, TVO is seeking proposals for the supply and delivery of these products and services and vendors are invited to submit bids that respond to the RFP in whole or in part as detailed below:
- A complete turn-key solution where all components are provided as part of a single, comprehensive proposal as described above-or-
- One or more of the four (4) components individually identified above. Bids must clearly define inter-dependencies (cross functional dependencies or requirements) for each of the components proposed.-or-
- A turn-key solution with components that could be considered on a stand-alone basis.
B2.0 Type of Response
The proposals must clearly indicate whether they:
- Provide a single, complete, turn-key solution, where individual responses for components are detailed as integral parts of the proposal but may not be treated as individual responses.
- Respond to individual components of the RFP and no turn-key solution is provided or implied
- Can provide either a turn-key solution as per point ”a” above or individual components per “b”
TVO will equally consider proposals with complete turn-key solutions, proposals for individual components, and proposals that combine both options in order to determine the strategy that is in its best interest. Vendor selection(s) will be based on the evaluation criteria described in the following sections of this RFP and at the complete discretion of TVO.
To facilitate the evaluation process Vendors must respond by completing the information tables provided in the bid. Failure to complete the bid tables could result in determining that the proposal is incomplete.
