P76BL21639 - TTC BUS MIDLIFE OVERHAUL PROGRAM

This Negotiable Request for Proposals (the “RFP”) is an invitation by the Toronto Transit Commission (“TTC”) to qualified proponents to submit proposals to overhaul up to 102 40-foot buses in each year of the Contract term. The buses are 40-foot low floor diesel and diesel-hybrid buses manufactured by NOVA Bus Inc. (“NOVA”). The designated buses shall be overhauled in accordance with the requirements detailed in the RFP Deliverables.

TTC has a fleet of approximately 2000 buses which are required to provide reliable transportation to the public in and around the City of Toronto. As an integral part to TTC’s transit service delivery and maintaining a state-of-good-repair on its city bus fleet TTC has a comprehensive in-house bus midlife overhaul program.

TTC currently has a useful bus life of 13 years which forecasts a midlife overhaul intervention around the 6 to 7-year mark. TTC has two dedicated overhaul shops, Harvey Shop is assigned all body repair work while Duncan Shop performs all mechanical and electrical system work. Due to the range of propulsion technologies in TTC’s fleet. TTC has ongoing initiatives for operational efficiencies and cost savings. As part of these initiatives, TTC is investigating the opportunity to second-source a portion of its bus midlife overhaul program to up to two entities starting in 2023. TTC anticipates a need for up to two entities to carry out the fleet overhaul on up to 102 buses per year.
