Virtual Town Hall Meeting Services

Overview
The Toronto Police Service (TPS) is currently in the midst of a full scale, service-wide modernization plan. As part of the modernization plan, the TPS is looking to extend its outreach and engagement with both the citizens of the City of Toronto, and its members. The TPS wants to ensure that all interested individuals, communities and members will have the opportunity to meaningfully participate in the process of modernizing the TPS.

The purpose of this RFP is to select a qualified communications partner that can provide the services and technology required to host a series of Virtual Town Hall (VTH) meetings. Public and member engagement through VTH meetings will allow the TPS to connect with thousands of individuals simultaneously.

Key Objectives
The key objectives for this assignment are to:

Engage with the residents of Toronto
Optimize the number of residents reached through VTH
Poll and collect feedback from residents
Increase the number of responses gathered from residents
Engage with members of TPS
Optimize the number of members of TPS reached through VTH
Poll and collect feedback from members of TPS
Increase the number of responses gathered from members of TPS

Mandatory Requirements

The communications partner must have a minimum of five years’ experience in providing VTH services in the past
The communications partner must have access to up to date resident lists for the City of Toronto
The communications partner must have the capability to provide high volume outbound tele-conferencing services
The communications partner must be able to provide support services including Event Assistant, Technician, Polling, Professional Moderator and Professional Screener
The communications partner must be able to provide full call recording
The communications partner must be able to provide results of meeting statistics, polling, and resident feedback to the TPS and those results will remain property of the TPS

Period of Performance
The initial period for performance of any contract resulting from this RFP is tentatively scheduled to begin on or about November 13th, 2017 and end March 31st, 2018. Contract renewals or extensions, if any, shall be at the sole discretion of the TPS. If required, the TPS reserves the right to extend this contract for two additional one year periods.

Submission Requirements
A two-envelope request for proposal (RFP) process will be utilized for this submission.

Proposal submission in Envelope #1 (technical response) will be sealed and will contain one (1) original copy the proponent’s proposal excluding pricing, signed by an authorized officer of the company, and three (3) additional copies of the proposal including one digital/electronic PDF (searchable) copy on a USB flash drive (excluding pricing).
Proposal submission in Envelope #2 (pricing response) will be sealed and will include a completed copy of the Pricing Submission form provided in Appendix A of this RFP, signed by an authorized officer of the company.

The original copies are to be clearly marked with the word ‘Original’.
Submissions are to be delivered to Purchasing Services, 2nd Floor, 40 College Street, Toronto, Ontario M5G 2J3, prior to 1:00:00 P.M. LOCAL TIME by Monday October 16th, 2017.

All in accordance with the requirements stated in the RFP document to be downloaded.
