Request for Pre-Qualification (RFPQ) # 2022-01
The Toronto Police Service (TPS) invites experienced firms to submit Proposals to be selected as Prequalified Proponents for security penetration testing services. The TPS intends to pre-qualify approximately three (3) firms who will then be eligible to participate in subsequent Request for Services competitions related to specific projects and requirements on an as-needed basis.
Submission Requirements
Proposals must be submitted through the MERX Electronic Bid Submission (“EBS”) System (https://www.merx.com/).

Proponents are to submit their proposal through the MERX EBS System prior to 1:00:00 P.M. on Tuesday May 17, 2022.
Scope of Work
The proponent will perform security penetration tests for various TPS applications, infrastructure and data. Test types include application (web, mobile), infrastructure, physical, social engineering and cloud.
The successful vendors are expected to bring their own tools to complete the PEN-Test.
At the conclusion of the test, a report containing an executive summary (with metrics and KPIs for the business audience) as well as a detailed technical finding describing the issues Identified and how to remediate them.
Term of the Contract
Prequalified Proponents selected through this RFPQ process shall be eligible to participate in related TPS procurement opportunities for a term of 36 months (three years).
Notwithstanding the above noted, the TPS retains the right to terminate any contract without notice for cause.
Piggyback (if applicable)
The TPS may, upon request, permit other Public Bodies to purchase against any Contract which may result from this RFQ. Bidders are requested to indicate on the Pricing Submission form if they will extend the pricing, terms and conditions of this Bid to other Public Bodies, if the Bidder becomes the Vendor. If the Vendor agrees to this provision, participating agencies may enter into a Contract with the Vendor for the purchase of the Goods and/or Services described herein based on the terms, conditions, prices, and percentages offered by the Vendor. Minor changes in terms and conditions, including shipping and delivery options, may be negotiated by participating agencies. Please note: copies of the Vendor’s submission may need to be provided to the interested agency (in confidence) in order to review prior to participating.
Non-Exclusivity
The awarding of a Contract to a Vendor shall not be a guarantee of exclusivity.
