The Toronto Police Services is requesting bidders for PCI Compliance Assessments indicated in the RFQ document.
Submission Requirements
Proposals must be submitted through the MERX Electronic Bid Submission (“EBS”) System (https://www.merx.com/).

Background
Toronto Police Service (TPS) accepts credit cards during its business activities, such as card-present gift shop sales, online and on premise clearance letter application, taking credit card payments for Paid Duty requests and TPS organized seminars and conferences. TPS requires the services of a qualified QSA and ASV Service Provider, both listed in the PCI Security Standards Council Approved Companies & Providers database to perform a PCI Compliance Assessment based on SAQ-A (online payment re-direction) and SAQ-B-IP (Point-of-Sale devices / POS).
Deliverables
- PCI Compliance Assessment with Report on Compliance (RoC) and Attestation of Compliance (AoC) using appropriate Self-Assessment Questionnaire (SAQ)
- Confirm and validate the PCI scope based on current processes and environment: SAQ-A (online payment redirection, 3 streams) and SAQ-B-IP (POS devices). Report on other PCI processes discovered;
- Report on compliance gaps, if any, and recommend remediation
Based on our preliminary discovery, TPS currently has four merchant IDs with a level 3/4 transactions for each ID.
Term of the Contract
The term of this contract is for one (1) year with the option to extend for two (2) one (1) year periods.
Piggyback (if applicable)
The TPSB/TPS may, upon request, permit other public bodies and the Police Cooperative Purchasing Group (PCPG) to purchase against any part of the contract which may result from this RFP.
Bidders are requested to indicate on the Pricing Submission form if they will extend the pricing, terms and conditions of this proposal to other government agencies including PCPG, if the proponent becomes the successful services provider.
If the successful proponent agrees to this provision, participating agencies may enter into a contract with the successful proponent for the purchase of services described herein based on the terms, conditions, prices, and percentages offered by the proponent. Minor changes in terms and conditions may be negotiated by participating agencies.
