TPS is accepting submissions for the provision of One (1) Organizational Design Specialist (contract) to provide specialist expertise in the design, development and implementation of the new District Policing Model.

ROLE DESCRIPTION
The Toronto Police Service (TPS) is implementing a new District Policing Model as part of its modernization efforts in “The Way Forward” program. As such, there is an immediate need for an experienced Organizational Design (OD) Specialist to provide specialist expertise in the design, development and implementation of the new District Policing Model.
Responsibilities
The successful candidate will:
- Participate as an active member of the People & Processes Work Stream - Boundaries & Facilities Re-Alignment program, focusing on Structure, Process and People
- Provide specialized HR expertise in the design, development and implementation of the various organizational structures for the TPS units affected by the implementation of the new District Boundaries, to include but not limited to:
- Workload analysis and job design, capability requirements and role profiling
- Workforce planning and capability assessment
- Assess and diagnose organizational situations, ensuring alignment of business goals with organizational designs and development or recommendation of solutions.
- Ensure that HR systems (HRMS) are updated to align with new roles, structures, etc.
- Establish new or refined operating models, including organizational structures and process re-design
- Participate in the design and deployment of change management and people engagement activities to ensure buy in and commitment to change. Identify and mitigate people risks and concerns
- Support the preparation of regular updates and reports to the Working Group and Exec Steering committee on workforce implications, challenges and outcomes
- Liaise with relevant departments in People & Culture to ensure compliance with collective agreements and other applicable laws.
- Support the coordination and project management needed to prepare for successful execution of the project.
Required Skills, Experience:
Mandatory
- An undergraduate degree in Human Resources or Business
- Demonstrated progressive experience in Organizational Design (minimum 7 years’ experience), evidenced by a strong understanding of OD principles, standards, procedures, tools and current practices
- Proven experience supporting large-scale, complex change in a large organization, with a solid understanding of change management principles (Prosci)
Preferred
- Prior experience working in an organizational design role in a public sector, unionized environment
- Confident and credible, with the ability to effectively manage multiple stakeholders across all levels of seniority
- Solid analytical and problem-solving skills
- Outstanding communication, influencing and presentation skills
- Completion of a Professional HR designation
Term of Engagement
The term of the contract is one year, commencing on or around Monday February 25th, 2020 pending security background checks. The TPS reserves the right to extend the contract for two additional six (6) month terms.
Non-Exclusivity
The creation of this RFS shall not be a guarantee of exclusivity.
