This Request for Proposal is being issued by the Toronto Police Service, Wellness Unit in order to engage the non-exclusive services of Medical Advisor(s) to support and perform fitness for duty assessments and determinations. As well, to provide occupational health and safety/medical consulting services to the senior executives and management of the TPS.
The term of this contract for the provision of services commences January 1st, 2019, to December 31st, 2021. The TPS reserves the right to extend this contract for an additional two (2) one-year terms based on performance and other indicators and may include Board approval.
Proponents must provide a copy of certification in their submission for the following:
- Proof that they remain a member in good standing with the Ontario College of Physicians and Surgeons;
- Certification with the Canadian Board of Occupational Medicine (CBOM) or certification in internal medicine, with a minimum of two (2) years’ experience in Occupational Medicine, and a minimum of three (3) years of primary specialty training. and
- Maintain an accredited physician’s license to practice within the Province of Ontario;
- Possess and maintain Certification as a Medical Review Officer (MRO).Proponents must provide a statement attesting to the following:
- Have experience working in a unionized environment of similar size and complexity
- Have experience working in an emergency services environment of similar size and complexity*
- A statement regarding the availability of resources and the willingness to comply with undergoing a security background check of their personnel.
- A statement regarding experience and ability to work in a dynamic and multidisciplinary team.
- A statement regarding the ability to provide insurances set out in Appendix D #13.
- Two (2) client references within the past five (5) years*direct experience in a police environment will be considered an asset.
It is the intention of the TPS that the award will be made in accordance with the evaluation criteria of this RFP to the highest scored proponent to provide medical advisory services. The TPS reserves the right to hire one (1) additional medical advisor.
