The Toronto Police Service (TPS) is issuing this Request for Proposal (RFP) to prospective and qualified Proponents. The purpose of this RFP is to select a Proponent who will be responsible for the supply and maintenance of both existing and new Closed Circuit Television (CCTV) equipment and maintenance of our CCTV aerial fiber. The scope of this RFP includes ancillary equipment, software, installation services, and professional services required by TPS. Additionally, the successful Proponent may also be required to provide emergent support, maintenance, and expansion of the TPS aerial fiber network.
Submission Requirements

Bidders are to submit their Proposal through the MERX EBS System prior to 1:00:00 P.M. local time on Monday December 11, 2023.
Scope of Work and Specifications
This RFP, issued by TPS is to obtain a qualified Proponent to supply and maintain existing and new closed circuit television (CCTV) equipment, ancillary equipment, software, and services to TPS. The successful Proponent may be required to assist in the design, install, and integration of new video surveillance systems as needed. The successful Proponent may also be required to provide emergent support, maintenance, and expansion of the TPS aerial fiber network.
In addition, the selected Proponent must also provide emergent repairs, maintenance and support to the TPS’ existing public space surveillance systems including TPS owned aerial fiber network. The Proponent, and its approved sub-contractor, should have immediate access to a Mobile Elevating Work Platform (MEWP) in order to support the aerial fiber network.
The successful Proponent must be certified, trained and authorized by the original equipment manufacturer, reseller, distributor and/or manufacturer of systems currently deployed throughout the TPS, refer to Appendix A – Mandatory Requirements for list of mandatory requirements.
Term of the Contract
REVISED: The contract term shall be three (3) years, with the option of two 2, one 1-years to extend, commencing after the successful completion of security background checks of assigned Proponent personnel and TPS approvals,
The Vendor shall not assign or sub-contract any part of this contract to a third party without the prior written approval of TPSB.
Piggyback (if applicable)
The TPSB may, upon request, permit other public bodies and the Police Cooperative Purchasing Group (PCPG) to purchase against any part of the contract which may result from this RFP.
Bidders are requested to indicate on the Pricing Submission form if they will extend the pricing, terms and conditions of this Proposal to other government agencies including PCPG, if the Bidder becomes the successful services provider.
If the successful Bidder agrees to this provision, participating agencies may enter into a contract with the successful Bidder for the purchase of services described herein based on the terms, conditions, prices, and percentages offered by the Bidder. Minor changes in terms and conditions may be negotiated by participating agencies.

Non-Exclusivity
The creation of this RFP shall not be a guarantee of exclusivity.
Negotiations
The TPSB reserves the right to enter into negotiations with any one or more Bidders regarding price, scope of services, or any other term of their applications, and such other agreement or contractual terms as the TPSB may require, at any time prior to execution of an agreement, whether or not a notice of intent to develop an agreement has been issued to any Bidder and without reissuing this RFP; and to enter into simultaneous, competitive negotiations with multiple Bidders or to negotiate with individual Bidders, either together or in sequence, and to permit or require, as a result of negotiations, the expansion or reduction of the scope of services or changes in any other terms of the submitted applications, without informing other Bidders of the changes or affording them the opportunity to revise their applications in light thereof, unless the TPSB, in its sole discretion, determine that doing so is in the TPSB’s best interest; and, to discontinue negotiations with any Bidder at any time prior to the execution of an agreement, whether or not a notice of intent to develop an agreement has been issued to the Bidder, and to enter into negotiations with any other Bidder, if the TPSB, in its sole discretion, determine it is in the best interest of the TPSB to do so.
