TPS is accepting submissions for the provision of Confidential Document Shredding and Product Destruction Services.
Submission Requirements
Electronic submissions will be accepted until 1:00:00 p.m. on Monday, June 18, 2018 as per the clock identified on MERX.
Your submission for this opportunity must be sent to TPS through the use of the MERX portal. Respondents shall be solely responsible for the delivery of their submission using the MERX portal by the time and closing date, in accordance with the Submission Requirements outlined in the RFQ.
TPS reserves the right to reject any or all responses at its sole discretion.
SCOPE OF WORK
Preamble
Bidders submitting quotations shall have completed work, similar in type and scope, and shall be able to refer to specific work of a comparable nature and are certified. The onus is on the Bidder to show their knowledge, understanding and capacity to conduct the work outlined in this RFQ.
Objective
The intent of this RFQ is to establish a contract with an efficient organization for the provision of all labour, materials and equipment necessary to perform the collection, removal, shredding and secure destruction of confidential documents and may include provisional destruction of media and product destruction.
The TPS has requirements for the following services:
On-Site Destruction
Off-Site Destruction
A complete listing of locations for service will be provided to the successful bidder. All Toronto Police Service locations are within the boundaries of the GTA.
Provisional requirements
The TPS may choose to exercise provisional requirements at their discretion. Provisional pricing is not part of the award, but merely firm pricing should we decide to exercise on the following:
- Media destruction
- Clothing, Duty Belts and Belt Accessories
Clothing, Duty Belts and Belt Accessories destruction
Various articles of Police clothing, including hats, made of various fabrics may require shredding. Clothing may contain leather, vinyl, metal or plastic.
Police duty belts are made of a heavy-duty nylon and contain heavy-duty plastic clasps
Belt accessories are made of heavy-duty nylon or leather and contain meal and heavy duly plastic.
Clothing, Duty Belt Accessories Destruction Service would be performed off site and would require a certificate of destruction
A complete listing of locations for service will be provided to the successful bidder. All TPS locations are within the boundaries of the GTA.
N.A.I.D Certification
Bidders must provide proof of N.A.I.D. certifcation with their Bid in order to be awarded. The successful bidder must maintain N.A.I.D certif ation for the term of the contract. Proof of such cerfication shall be provided within twenty four (24) of notification from the TPS at any time prior to or during the contract term
Non-Exclusivity
The creation of this RFQ shall not be a guarantee of exclusivity.
Piggyback(if applicable)
The TPS may, upon request, permit other publicly funded organizations and the Police Cooperative Purchasing Group (PCPG) to purchase against any Contract which may result from this RFQ. Bidders are requested to indicate on the Fee Summary form if they will extend the pricing, terms and conditions of this Bid to other government agencies, if the Bidder becomes the Service Provider. The Service Provider agrees to this provision, participating agencies may enter into a Contract with the Service Provider for the purchase of the Services described herein based on the terms, conditions, prices, and percentages offered by the Service Provider . Minor changes in terms and conditions may be negotiated by participating agencies. Please note: copies of the Service Provider’s submission may need to be provided to the interested agency (in confidence) in order to review prior to participating.
Contract Term
TERM
The term of this Contract is for a two (2) year period commencing upon Award, with an anticipation start date of July 3rd, 2018.
TPS reserves the right to renew for an additional (1) one-year period based on the same terms and conditions, including pricing. This renewal is contingent upon continued need, budget approval, acceptable performance and Board approval if applicable.
Contract renewals or extensions, if any, shall be at the sole discretion of the TPS.
