A Commercial Off-the-Shelf eLearning Library Service
A two-envelope request for proposal process will be utilized for this submission.
Proposal submission in Envelope #1 (technical response) will be sealed and contain one (1) original copy signed by an authorized officer of the company and three (3) additional copies of their proposal, which will include one digital/electronic PDF (searchable) copy on a USB flash drive (price excluded).
The original copies are to be clearly marked with the word ‘Original’ to be delivered to Purchasing Services, 2nd Floor, 40 College Street, Toronto, Ontario M5G 2J3, prior to 1:00:00 P.M. LOCAL TIME on Wednesday, September 6th, 2017.
Proposal submission in Envelope #2 (pricing response) will be sealed and will include (1) original only, signed by an authorized officer of the company.
Intent
The Toronto Police Service intends to select a proponent to provide a commercial off-the-shelf eLearning library service as described herein. The successful proponent will provide the TPS an eLearning Library service based on the TPS’s Competency Framework and mandatory requirements as described herein.
Term
The contract will be for a one (1) year term commencing from the date of the award based on an estimated quantity of three hundred (300) users. TPS reserves the right to increase the quantities, and extend the contract for up to an additional three (3) – one (1) year terms based on the same terms and conditions, including pricing. The contract extension is contingent upon continued need, budget approval, acceptable performance and TPS approval if applicable.
Piggyback
The TPS may, upon request, permit other publicly funded organizations within the City of Toronto (City) and the Police Cooperative Purchasing Group (PCPG) to purchase against any Contract which may result from this RFP.
