Description

This Request for Proposals (“RFP”) is an invitation to obtain Proposals from qualified and experienced accounting firms (“Firm”) to perform the audit of the annual financial statements for the College of Physiotherapists of Ontario (“College”) for a maximum of five (5) one-year terms.1Audits must be planned and executed in accordance with Canadian generally accepted auditing standards, the Canadian accounting standards for Not-For-Profit as in Part III of the CICA Handbook (“ASNPO”), and the OntarioRegulated Health Professions Act, S.O. 1991, Chapter 18 (“RHPA”). The successful Firm should have experience and expertise in performing financial audits for not-for-profit organizations, be free of any obligations or interests that may conflict or affect their ability to perform and act as the Auditor on our behalf, and have the capacity to provide this service in a timely manner.

The Services are further described in Section 3.0 – Scope of Services of the attached RFP.

Submissions must be received by March 1, 2021.

Minimum Requirements

The Firm is licensed by the CPA Ontario to perform audit services.
The assigned supervisory staff are current members of CPA Ontario.
Completed a Not-For-Profit audit of similar scope within the last 3 years.
Have sufficient resources and expertise to conduct the audit services.
Demonstrate a commitment to providing reasonable annual continuity of experienced and qualified personnel.

Mandatory Requirements

Proposals signed by a person authorized to bind the Firm.
Proposals are received by the specified closing date and time.

Format:

Company Profile and Contact, including the scope of practice and range of services offered.
Experience with Not-for-Profits and professional provincial regulators in Ontario.
Key audit staff.
Approach to the audit implementation based on an annual schedule.
Covid-19 protocols.
Other services offered by the firm of interest to the College.
Proposal of Fees.
Billing dates.
References from relevant clients over the past 3 years.
