1.SCOPE OF WORK

The successful vendor will be required to engage a ‘person of standing’ who will be accepted by key stakeholders as neutral, impartial and credible to lead the engagement.
The ‘person of standing’ would facilitate industry, stakeholder and government consultation, and guide the vendor in conducting research and preparing a report on behalf of the person of standing. The research and report will address the following:

Availability of elevators in residential and institutional (e.g. retirement homes, care and care treatment facilities, hospitals) buildings in Ontario, with the goal of measuring/assessing availability
Identify the drivers of availability and root causes of problems
Identify and analyze possible links between elevator safety, maintenance/compliance and availability
Provide regulatory and non-regulatory options to address the issue of elevator availability (recommendations can apply to municipal, provincial and federal entities)

The objective of this initiative is to engage in consultation and ultimately arrive at potential regulatory and non-regulatory solutions to the elevator availability issue in residential and institutional buildings in Ontario.

The selection of the ‘person of standing’ will be evaluated and scored as part of the RFP. Respondents must provide a roster of individuals for the selection committee to select with the following attributes:

‘Persons of standing’ whose significant professional accomplishments and high profile in the community will be perceived by key stakeholders as impartial, neutral and credible
Experience in addressing complex, high profile, multi-stakeholder policy issues;
Strategic and inclusive leadership skills with an ability to understand and navigate competing dynamics and interests of various stakeholder groups;
Experience demonstrating collaborative leadership, preferably in a public administration or regulated sector.

The vendor is expected to demonstrate the ability to provide appropriate support to the ‘person of standing’ including research design, implementation, report writing, administration and coordination.

In completing the work, the successful vendor will engage in the following tasks/processes:

Conduct a scan of comparable jurisdictions to understand the extent of the issue occurring in other jurisdictions, and what they are doing to address
Engage in stakeholder interviews (group and/or one-on-one interviews), including, but not limited to:
- Government: TSSA, MGCS, Ministry of Municipal Affairs, Ministry of Housing, Ministry of Health and Long-Term Care, Ministry of Seniors Affairs (Ontario Seniors’ Secretariat, Retirement Homes Regulatory Authority), Ministry of Economic Development and Growth (Accessibility Directorate of Ontario), Ministry of Community Safety and Correctional Services (Office of the Fire Marshal and Emergency Management), City of Toronto, TSSA’s Chief Safety and Risk Officer (final list of interviewees to be developed by the vendor in collaboration with TSSA and MGCS)
- External: Private and non-profit owners (including various associations e.g. FRPO, BOMA etc), contractors, mechanics, unions, institutions, first responders, tenants associations, professionals that undertake the design of new buildings, as well as municipalities.
- In engaging stakeholders, vendors should further consider and scope out in their proposal the best methods and processes to receive stakeholder input to understand:

Extent of issue
Root causes
Potential solutions
Validation of solutions to be captured in the report
- Providing summaries of input received from stakeholders

Conduct primary and secondary data gathering, research and analysis
Conduct a media and literature review
Other tasks, processes and actions as deemed necessary
