This Request for Proposal (“RFP”) is issued by the Technical Standards and Safety Authority (“TSSA”) as an invitation to prospective Proponents to provide Contingent Labour Support Services for Boiler and Pressure Vessel (BPV) Inspection Services as further set out in Section 2 of the RFP.
This procurement is intended to engage contingent labour support services. The overall objective is to have a backup plan for the essential and critical services that are provided as part of the TSSA’s deliverables for the province of Ontario. The intention of this procurement is to qualify one or more provider(s) of contingency labour that would be able to either supplement or replace the TSSA’s workforce should there be a requirement for such services. The resulting agreement would be based on a non-exclusive as and when needed basis. The successful proponent(s) would be called upon in the event that the Technical Standards and Safety Authority requires a contingent labour force is at any point throughout the duration of the agreement term.
The TSSA does not guarantee any specific assignments, volume or level of business, or revenue to the Supplier(s) and TSSA’s anticipated requirements are contingencies only. Projections, past purchasing history and representations about service level and business requirements are not binding, and TSSA shall not be liable for any act or expenditure (including expenditures for equipment, materials, packaging or other capital expenditures) by the Supplier in reliance on them.
