Description

CBC/Radio-Canada is seeking Quotes from industry in response to its Request for Quote (“RFQ) for the provisioning of specific vehicles in estimated quantities for predetermined categories for CBC/Radio-Canada’s designated locations across Canada.

1. SUMMARY OF REQUIRED GOODS/SERVICES:

The key objectives in issuing this RFQ are as follows:

As part of CBC/Radio-Canada’s replacement program, a certain number of vehicles are required to be replaced in the corporation’s fleet across the country.

Category 1: Hev or Phev or Zev Minivan or equivalent
Category 2: Small ZEV vehicle
Category 3: Gas Pick-ups
Category 4: Hybrid Pick-up

Vehicles are purchased directly from the manufacturer. The ordering process is made through a fleet management service and/or by CBC/Radio-Canada, i.e., orders will be placed by CBC/Radio-Canada and/or its Fleet Management Services provider.

Proponents may submit quotations for one or more of the four categories of vehicles listed in this RFQ. CBC/Radio-Canada intends to select one Proponent per category. A Proponent may be awarded a contract, by CBC or CBC’s subcontractor, for zero, one, or multiple categories, depending on the evaluation results.

2. MANDATORY REQUIREMENTS:
This RFQ is open only to Proponents who meet each of the following mandatory requirements for a category they will submit their Proposal.

Category 1: Minivan

The vehicles must meet Transport Canada safety standards.
The color of vehicles must be white
Minimum Payload 1400 Lbs.

a- sitting four adults (700 lbs.)
b- Equipment (600 lbs.)
c- Upfit (100 lbs.)
d- Total lbs. requirement: 1400 Lbs.

Vehicles need to sit min. 4 passengers with Upfit in place.
Min 57 Cubic feet Cargo, with third row down
Vehicles must be HEV or PHEV or ZEV
Target budget: $57 000 MSRP + tax per vehicle
Availability: The target delivery date is June-July 2025. However, September 30th, 2025 is the absolute latest CBC/Radio-Canada can accept deliveries.
Quantities: 23 units (estimated)
Cities: Manufacturers must have a dealer presence in the following cities: Montreal, Toronto, Halifax, Charlottetown I.P.E, Fredericton N.B, Vancouver, Calgary, Edmonton, Quebec, Moncton N.B, Winnipeg. Appendix A4 to be completed by proponent indicating geographical coverage.

Category 2: Small ZEV vehicle

The vehicles must meet Transport Canada safety standards.
The color of vehicles must be white
4 doors
Automatic transmission
Must be ZEV
Target budget: $45 000 MSRP + tax per vehicle
Availability: The target delivery date is June-July 2025. However, September 30th, 2025 is the absolute latest CBC/Radio-Canada can accept deliveries.
Quantities: 3 units (estimated)
Cities: Manufacturers must have a dealer presence in the following cities: Montreal, St-Johns NL. Appendix A4 to be completed by proponent indicating geographical coverage.

Category 3: Gas Pick-up

The vehicles must meet Transport Canada safety standards.
The color of vehicles must be white
2500 Gas
4x4
Target budget: $87 000 MSRP + tax per vehicle
Availability: The target delivery date is June-July 2025. However, September 30th, 2025 is the absolute latest CBC/Radio-Canada can accept deliveries.
Quantities: 2 units (estimated)
City: Gaspé QC and Grand-Prairies, AB. Appendix A4 to be completed by proponent indicating geographical coverage.

Category 4: Hybrid Pick-ups

The vehicles must meet Transport Canada safety standards.
The color of vehicles must be white
Hybrid Pick-up
Target budget: $87 000 MSRP + tax per vehicle
Availability: The target delivery date is June-July 2025. However, September 30th, 2025 is the absolute latest CBC/Radio-Canada can accept deliveries.
Quantities: 2 units (estimated)
Cities: Moncton NB, Halifax. Appendix A4 to be completed by proponent indicating geographical coverage

4. TO OBTAIN THE RFQ DOCUMENTATION
As CBC/Radio-Canada uses MERX (https://www.MERX4.MERX.com/cbc) to manage its solicitation process, all Proponents must obtain the RFQ documents through MERX. If new to MERX then please visit www.merx.com and check out the “Offering” & “Pricing” header tabs to learn more.

Determine your eligibility to participate based on the description/objective statement for the RFQ.
To obtain the documents you must be registered with MERX. If you are not already registered, please follow the MERX Supplier User Guide link above and/or call 1-800-964-6379.
Download the mandatory requirements qualification form.(this will also register you for the RFQ)
Complete the form by responding and providing evidence to support the claim, in other words, “yes” is not sufficient evidence to qualify
Email the completed form to the contact indicated in section 5 of this document

COMMUNICATION WITH CBC/RADIO-CANADA

Any contact with CBC/Radio-Canada prior to obtaining the RFQ documentation must be undertaken by e-mail only, addressed to the CBC/Radio-Canada Representative, whose co-ordinates appear below. All e-mails pertaining to this RFQ must state the RFQ reference number (RFQ VEH20250213 Vehicles) in the “Subject” of the e-mail.

Once the tender documents have been obtained, Proponents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFQ documents. If so, or if there is any doubt about the meaning of any part of this RFQ, must submit their questions through MERX no later than the date specified in the critical dates section.

CBC/Radio-Canada reserves the right, at its discretion, to answer only those questions submitted through MERX.

RECEIPT OF QUOTES

Quotes must be received by CBC/Radio-Canada, via electronic submission to the MERX Website (www.MERX.com) no later than March 20, 2025, at 8:00:00 pm, Eastern Time.

The Proponent has the sole responsibility for the timely receipt of a Quote by CBC/Radio-Canada. The Proponent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Quote, whether the time indicated on such clock is accurate or not.

Partial Quotes, amendments or revisions which are received after the date and time for the RFQ Submission Closing Date will not be accepted.

This procurement is subject to Chapter Five (Government Procurement) of the Canadian Free Trade Agreement (CFTA).

CBC/Radio-Canada retains the right to negotiate with Proponents on any procurement.
