CBC/Radio-Canada is seeking Proposals from industry in response to its RFP for Survey for Newcomers
An Agreement resulting from this RFP may potentially be for three (3) years with two (2) irrevocable option(s) to extend for one (1) year period(s).
1. SUMMARY OF REQUIRED GOODS/SERVICES:
CBC/Radio-Canada has been conducting an annual media survey among English and French-speaking Canadians since 1997. The MTM (Media Technology Monitor) is used to track Canadians (18+) adoption and use of traditional and new media technologies. Since its inception the MTM/OTM has transitioned from a solely landline telephone survey to a hybrid landline, cell phone only (CPO) household and online survey.
Now in its fourth year, the goal of the MTM Newcomers/OTM Nouveaux arrivants study is to understand the journey of New Canadians (0 to 5 years in Canada) as they land and integrate in Canada focusing on their media and technology usage. CBC/Radio-Canada is requesting proposals for this high-quality representative survey using a mixed-methodology approach. The research includes an annual sample of approximately 4,000 newcomers, specifically people who have come to Canada in the last 5 years. A representative sample of 800 Canadian-born respondents, from both official languages, will also be included for comparison. This online survey currently has an average response time of approximately 20-25 minutes and includes almost exclusively closed-ended questions. It takes place annually in the spring/summer and is administered in multiple languages (12) to accommodate respondent preferences and needs.
In this RFP, we are looking for a supplier who can provide us with expertise in multilingual surveys with hard to reach populations.

- Determine eligibility to participate based on the description of the objective statement for the RFP.

- Any contact with CBC/Radio-Canada prior to obtaining the RFP documentation must be undertaken by e-mail and addressed solely to the CBC/Radio-Canada Representative, whose co-ordinates appear below. All e-mails pertaining to this RFP must state the RFP reference number in the “Subject” of the e-mail.

CBC/Radio-Canada reserves the right, at its discretion, to answer only those questions submitted through MERX.

Proposals must be received by CBC/Radio-Canada, via electronic submission to the MERX Website (www.MERX.com)
The Proponent has the sole responsibility for the timely receipt of a Proposal by CBC/Radio-Canada. The Proponent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Proposal, whether the time indicated on such clock is accurate or not.
Partial Proposals, amendments or revisions which are received after the date and time for the RFP Submission Closing Date will not be accepted.
This RFP is subject to Chapter Five (Government Procurement) of the Canadian Free Trade Agreement (CFTA).
CBC/Radio-Canada retains the right to negotiate with Proponents on any procurement.
