Request for Proposals (RFP) for Consulting Services

The Museum is seeking Proposals from potential firms who have managerial and technical experience in providing consulting services for “ CMH Theatre Fly System Replacement ” in Gatineau, Quebec, Canada. This is a one-step two-envelope submission process (Technical and Financial) to select the overall highest ranked Proponent who may then be invited to negotiate or to enter into a Contract with the Museum. The selected Contractor will be required to deliver the Services described in the procurement documents including, but not limited to, the following:

Pre-design studies, report and recommendations.
Concept elaboration.
Preparation of construction documents.
Tender phase services.
Administration of construction work.
Phases following construction.

To be considered, Proposals must be received before the Closing Date and Time noted in the MERX ad through the MERX Electronic Bid Submission System. Refer to the Instructions to Proponents for all associated details.
Information provided by the Proponents will be evaluated using the established criteria in the RFP. The criteria relate to previous achievements and experience, as well as technical and managerial expertise.

The Security Requirements for this project are identified in the RFP documents.

It anticipated to provide the Deliverables and complete the work by October 31, 2026. Refer to the procurement documents for further details.

Firms that consider themselves qualified to provide these services are invited to submit their Proposals on the forms that are available through MERX or as directed in the procurement documents.

The Museum retains the right to negotiate with the Proponents on any aspect of the procurement.

Proposals may be submitted in either official language of Canada.

Proponents can obtain the award result once posted on MERX.

Proponents are expected to carefully examine the site, fully inform themselves of the existing conditions and limitations and include in their fee proposal all costs required to meet the terms of the Contract.
Failure of a Proponent to attend a mandatory site visit, properly register, sign the Museum Site Visit Sign-In Sheet, arrive on time and remain present for the duration of the Site Visit will entitle the Museum, in its sole discretion, to reject the Proposal of that Proponent. Proponents must be present no later than the established site visit time to be eligible to attend the mandatory site visit and submit a Proposal.
