Description

PCL/ED, a Joint Venture, acting as the Construction Manager (CM) and Modern Niagara Ottawa, acting as the CB and PWC Mechanical Design Assist Implement (DAI) Contractors are inviting Bidders to submit their Expression of Interest to pre-qualify to bid on the Fire Protection System Vendor Pre-Selection portion of the Centre Block Rehabilitation Project. The project is located at 111 Wellington Street, Ottawa, Ontario.

The Scope of Services of this REI shall be for:

The fire protection contractor shall supply, install and commission all of the Fire Protection System for the CB and PWC Buildings. Including but not limited to:
- Commissioning will be phased to suit program requirements. The Fire Protection subcontractor may be required to re-certify components and performance of Fire Protection System prior to final handover. Further details will be provided at the RFP stage.
- Training of Operations and Maintenance staff is to be carried out in both French and English. Further details will be provided at the RFP stage.
- Operations and Maintenance documentation will be required in both French and English. Further details will be provided at the RFP stage.
- Public Works and Government Services Canada may, in its sole discretion, enter into a contract directly with the successful vendor(s), or choose to run a competitive process for the maintenance services to be rendered upon handover of the assets from PCL/ED to Canada.
The term “Fire Protection Systems” shall in general include but not be limited to, a combined sprinkler and standpipe system providing complete coverage of CB and the PWC to be designed, supplied and installed in complete compliance with the National Building Code 2020 and all applicable NFPA Standards.

The combined sprinkler and standpipe systems design will be based on hydraulic calculations prepared and stamped by the Fire Protection Subcontractor’s Fire Protection Engineer.
The sprinklers systems shall be a combination of wet, dry and pre-action type with concealed piping being welded.
The fire protection systems will interface with the CB and PWC fire alarm system and CB Interconnected Floor Space Smoke Management System.
The fire protection system shall be provided with a duplex fire pump set to be provided to serve both CB and PWC. The duplex fire pump package will be located in Level B3 of PWC.
The fire protection system shall also include multi-purpose portable recessed and wall-mounted hand-held fire extinguishers to be provided throughout CB and PWC in accordance with NFPA #10, the NBC and NFC requirements

This pre-qualification process is the first phase of a three-phase procurement process; the second phase is the Request for Qualification (RFQ) phase, and the third phase is the Request for Proposal (RFP) phase.

During the RFP Phase, the pre-qualified bidders will be invited to prepare and to submit Unit Price Tenders based on the Scope of Work (SOW) outlined in the RFP. The successful bidder will be required to enter into contract for each Scope of Work. The contract will be between the successful bidder and the Centre Block and Parliamentary Welcome Centre Mechanical Design-Assist-Implement Sub-Contractor(s).

This Request for Expression of Interest document sets out the requirements for the submission of the Bidder’s Expression of Interest and specifies the evaluation criteria and Bidder selection process for this phase.

Should there be an insufficient number of prequalified Respondents after Phase One to permit a competition in Phase Two, the CM and Mechanical DAI Sub-Contractors reserve the right to cancel

Phase Two or to modify the Phase One requirements and re-publish the solicitation using the same or a different approach.

The Expression of Interest submission must clearly identify the Bidder’s name and address.

Statements of Qualifications shall be accepted prior to: January 8, 2025 before 2:00:00pm (Ottawa, ON Local Time) at the email addresses listed in section 5.1. or bidders may upload to MERX and contact the email distribution.

Vendor Pre-Qualification Criteria /Eligibility shall include:

Bidder’s Expression of Interest Introduction Letter.
- Letter shall identify if the Proponent is a JV and if so, explain how the JV is structured. Describe reasoning for joint venturing for this assignment.
- Proponent shall demonstrate their understanding of the project requirements detailed in 1.2 PROJECT SCOPE and shall confirm their ability to meet these requirements.
- Letter shall confirm if the Proponent is not capable of meeting some of the eligibility criteria listed in 1.2.
- Letter shall confirm that the Proponent meets the Eligibility requirements (reference clause 3. of this REI).
- Letter shall identify which unions the bidder is affiliated with.
- Letter shall confirm that the bidder is not in a conflict-of-interest position (reference clause 3.6 of this REI).
