REQUEST FOR TENDER FOR RECREATION BAY BOULDER REMOVAL PROJECT IN KAHNAWÀ:KE, QC
Request for Tender (RFT) submissions will be received at the Kahnawà:ke Environment Protection Office (KEPO) in Kahnawà:ke, QC. Please provide references for past projects completed for either the Private or Public Sector (e.g. Conservation Authorities, Municipalities, Provincial/Federal Ministries, etc.). There is a Qualification Section in the RFT document that is required as part of the submission. The purpose of this qualification form is to identify qualified general contractors for award of the Recreation Bay Restoration Project (herein ‘the Project’) and to provide references for past projects completed for either the Private or Public Sector (e.g. Conservation Authorities, Municipalities, Provincial/Federal Ministries, etc.).
PROJECT OVERVIEW
Recreation Bay is located in the Mohawk community of Kahnawà:ke on the south shore of the St. Lawrence River. Recreation Bay was created as a by-product of the St. Lawrence seaway construction in the 1950s. Since that time, reduced flowrates in the Bay have resulted in nutrient-rich sediment accumulation, vegetation growth, and limitations to navigation. In addition to environmental impacts, changes to the ecosystem have had detrimental impacts on the community’s cultural and social fabric.
Major restoration work was completed from 2020 to 2022 to improve the waters and shoreline of Recreation Bay by implementing flow improvement measures, restoring wildlife habitat and enhancing community enjoyment of the Bay. Flow improvements included dredging excess sediment from Recreation Bay. During the dredging works, a former road access consisting of boulders and stone material was encountered. The dredging work was completed around this former access road and was left in place to be removed under a separate contract.
SCOPE OF WORK
The work includes, but is not limited to, the supply of labor, material, supervision, and equipment to perform the following tasks:
- Remove approximately 1,000 m3 of boulder and granular material
- Hauling of boulder and stone material from the Bay to the Marsh and Linear Pond parking area entrance adjacent to Marina Road on Tekakwitha Island
- Grade the removed granular material into the existing Marsh and Linear Pond parking area (if material is suitable) and into the contoured berm features #1 and #2 as noted on the approved drawings
- Place topsoil and seed over the graded material as noted above
- Restore the access and staging area to their original condition or better
Major construction elements involved in the project include excavation of large boulder and stone material from Recreation Bay with the use of a barge(s) and site restoration work, all while ensuring the protection of the sensitive aquatic and terrestrial habitats present on the site.
Interested contractors are required to complete a qualification form as part of the tender process. Preference will be given to local contractors or contractors that partner with local sub-contractors, have previous experience working within Indigenous communities and have conducted works similar in nature to the works outlined above.

SUBMISSION REQUIREMENTS
General Contractors interested must follow these mandatory bid requirements:
- Bids shall be received in a sealed envelope by KEPO before the Submission Deadline;
- Bids shall be submitted complete and in the original Bid Form as supplied without any unauthorized alterations, additions, deletions or qualifying statements made to or provided with the Bid Form;
- The Bid Form shall be ‘original’ with ‘original’ signature(s) that is signed in the spaces provided by a duly authorized official of the Bidder;
- Bid and/or Contract Security, Surety Consent Form or Letter of Credit or Certified Cheque issued by or to be drawn against a Quebec based Surety Company and/or Canadian chartered bank shall be submitted signed with the submission contents and reflect the correct amount;
- The Bidder shall complete the qualification form (Part IV of the RFT); and
- Any and all Addenda (if applicable) must be signed and included with the bid package
Contractors interested in bidding are advised that their submission will be evaluated based on the following criteria:
- Completeness of submission
- Previous experience working within Indigenous communities and conducting environmental and/or ecological restoration works similar in nature to the works outlined in the Scope Of Work
- Value of completed works and experience dealing with construction budgets greater than $150,000.00
- Ability to meet construction schedule milestones
- Ability to coordinate work, scheduling and construction management
- Adherence to Health and Safety policies and requirements
- Feedback received from references provided by the contractor on the Construction Qualification Statement
- Demonstration of commitment to hiring and purchasing within Kahnawà:ke when possible
- The working language in Kahnawà:ke is English, therefore all submitted information will be in English. Additionally, all project correspondence will be in English and the project manager should be fluent in English.
SUBMISSION DETAILS
The Bid package, together with all required supporting documentation, enclosed in a sealed opaque envelope bearing the name of the Contractor and labelled with the title Recreation Bay Boulder Removal Project, shall be delivered at or before 3:00 pm EST on Friday, January 10, 2025 to:

Submissions time stamped 3:01 pm or later shall be declared non-compliant and shall be returned unopened. Submissions delivered by e-mail or facsimile shall not be accepted. Submissions delivered in person, or by a courier service, without being clearly labelled with the Recreation Bay Boulder Removal Project or the submission label affixed to the envelope, or Bids that are not delivered to the designated location by the Bidder or courier service may be rejected.
Delivery of the Submission through a courier service shall be the responsibility of the Bidder and shall result in the Bid being rejected if:
- the Submission is not delivered to the location stated on the envelope
- the Submission is not removed from the courier envelope prior to the Submission Deadline and the statement ““Recreation Bay Boulder Removal Project” is not visible
- the submission envelope is delivered to the KEPO Office after the Submission Deadline
SCHEDULE
The anticipated contract award date is by the end of January 2025. Pending receipt of all necessary permits and approvals, the proposed construction is scheduled to commence August 4, 2025 and be completed by September 30, 2025. Please note, this schedule is an anticipated timeline and may be subject to change.
