RFP SCOPE
FCC is committed to making meaningful progress on our reconciliation journey. As such, it’s essential for FCC to provide our employees with access to knowledge and information on Canada’s historical and ongoing treatment of and relationship with Indigenous peoples and nations, as well as relevant cultural and business insight and information needed to build trust, advance nation-to-nation relationships and enable economic reconciliation within the Canadian food and ag industry.
At present, FCC has a 3.5-hour mandatory learning that is included as part of onboarding – it was launched 4+ years ago. With a more robust strategy grounded deeply in impact and reconciliation, we know it is now time to revisit our overall knowledge offering.
In FCC’s desired future state, we will have:
- A new progressive foundational and formal learning solution (e.g. module) to ensure our employees understand FCC’s commitments and have a shared understanding of truth and reconciliation; and
- A three-year learning path for all employees to take that will deepen their understanding of key insights, knowledge and perspective that enable FCC’s work on truth and reconciliation.
What we offer will enable our employees to be active participants in Canada’s reconciliation journey; and take actions that fuel FCC’s desired impacts related to Indigenous agriculture and engagement. As a pan-Canadian organization, the solutions we offer will reflect experiences and stories from across the country – not focused solely in one area.
FCC is seeking to partner with an Indigenous-owned business to deliver:
- Co-creation of a three-year learning journey and curriculum
- Creation of a 2-hour foundational knowledge program employees will complete as part of onboarding that would be required learning for employees to complete within 6 months of start at FCC
- Creation of modules/learning solution for year 2 and year 3 of the learning journey – expiation of annual learning commitment would be between 1.5 hours and 2 hours per employees and this learning would be mandatory.
Content/themes within the foundational knowledge / onboarding learning could include:
- Pre-contact life and initial contact
- Treaty creation – and the concept of nation-to-nation partnership that was agreed to
- An understanding of colonial policies and their impacts on communities, individuals and the nation-to-nation relationship / impacts of Residential Schools, the Sixties Scoop and the child welfare system
- Overview of reconciliation, with a focus on economic reconciliation
- The rights of Indigenous Peoples – Canadian and International contexts
Content themes/concepts for year 2 and 3 learning journey could include:
- Indigenous people and agriculture: pre-contact / the result of colonial policies /emerging opportunities and interest
- Cultural awareness with a regional focus – dispelling the notion that customs, practices, etc. are consistent/same among Indigenous peoples
- Deeper level of knowledge on any topics contained in the ‘foundational/onboarding’ sessions
- Colonial impacts and Indigenous engagement with the financial services sector
- Indigenous engagement and allyship in the workplace
- Other topics that are relevant to our business, customer or community needs.
FCC is also looking for a partner who may be able to assist with any or all of the following as supplementary or additional offerings to fuel employee awareness and insights:
- Training or knowledge service that help fuel personal commitments to reconciliation – how each of us can step into reconciliation at work, home and in our communities
- Access to supplementary virtual, hybrid and/or in-person cultural awareness activities and learning
- The ability to curate and share knowledge content outside of FCC with our customer and industry stakeholders
- Other relevant information, education and awareness activities, service and solutions related to FCC and our employees building trusting partnerships with Indigenous customers, communities and nations.

RFP PROCESS CONSIDERATIONS
- This opportunity is covered under the provisions of Chapter 5 (Government Procurement) of the Canadian Free Trade Agreement (CFTA) and Chapter 19 (Government Procurement) of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA).
- FCC is subject to the Official Languages Act (Canada). Proponents may choose to respond to this RFP in their official language of choice (English or French).
- This opportunity notice references a non-binding, competitive RFP, and is not a call for tenders. FCC is not obligated to proceed with the Work described in the RFP Scope and may cancel the RFP at any time. FCC’s procurement process allows for consecutive or concurrent negotiations between FCC and one (1) or multiple Proponents, prior to awarding a Contract.
