CBC/Radio-Canada is seeking Proposals from industry in response to its Request for Proposals (“RFSA) for Data Clean Rooms
An Agreement resulting from this RFSA may potentially be a multiyear agreement with potential option(s) to extend, to be further defined in the RFSA.
1. SUMMARY OF REQUIRED GOODS/SERVICES:
OBJECTIVE(S) OF THIS REQUEST FOR SUPPLY ARRANGEMENTS
The objective of this Request is to identify approved solution providers(s) to CBC\Radio-Canada for Data Clean Room solutions.
By vetting these solution providers, CBC/Radio-Canada will be able to partner with its advertising clients to launch targeted advertising campaigns that do not rely on third-party cookies and which abide by strict privacy and data protection standards.
CBC/Radio-Canada will also be allowed to use any of these solutions for its internal needs, to connect with data partners, and to grow its knowledge of data clean rooms, through proof-of-concepts projects.
CURRENT SITUATION
As the media and advertising industries are facing challenges related to the deprecation of third-party cookies, CBC/Radio-Canada needs to turn to new targeting solutions that are built for privacy and security, such as data clean rooms.
As our advertising clients are using different solutions and since the market does not currently offer full-blown interoperability between the different existing solutions, CBC/Radio-Canada must be able to operate with multiple clean room solutions.
DESCRIPTION OF MANDATE OR SERVICES
The purpose of this proposal is to allow data clean room providers to apply to be added to a list of approved data clean room solutions.
The solution providers, selected through this RFSA, offer the following services:
Access to data clean room solutions that can be used for advertising purposes. The solution should allow publishers and advertisers to securely match their audiences and create a new overlap audience from their overlap, to be activated on ad servers.
As required CBC/Radio-Canada may additionally want to engage in a proof-of-concept project with the provider to gain experience in its data clean room practice.

2. TO REQUEST THE RFP DOCUMENTATION
As CBC/Radio-Canada uses Merx (https://www.merx4.merx.com/cbc) to manage its solicitation process, all Proponents must obtain the RFP documents through Merx. If new to MERX then please visit www.merx.com and check out the “Offering” & “Pricing” header tabs to learn more.
The proponent must be registered with Merx Canada. Once registered, the file containing the above documents is located under the Required Acknowledgement section of this opportunity and can be accessed by clicking “Place Bid. Although at this stage you would not be placing a bid it is the correct button to press to be able to download the document.
To obtain the RFP Documentation, Proponents must submit signed the provided Non Disclosure Agreement completed and signed by a duly authorized representative
The document(s) to be completed and signed must be sent to the CBC/Radio-Canada Representative for this RFP (see item 4 below for co-ordinates).
Following receipt of the required document(s) and CBC/Radio-Canada’s positive assessment of your company’s submissions, you will receive an e-mail from Merx that the RFP documents are ready for download, no later 6 business days after submitting the NDA.
Please note that CBC/Radio-Canada is not responsible for the distribution of the documents. This is a download feature in the MERX tool.
3. COMMUNICATION WITH CBC/RADIO-CANADA
Any contact with CBC/Radio-Canada at this stage of the RFP must be undertaken by e-mail only, which will be addressed to the CBC/Radio-Canada Representative for this RFP, whose co-ordinates appear below. All e-mails pertaining to this RFP must state the RFP reference number (RFP # MS20221201) in the “Subject” of the e-mail.

Proponents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFP documents. If so, or if there is any doubt about the meaning of any part of this RFP, questions must be submitted in writing by Merx as defined in PART I: INTRODUCTION , Table 1: critical dates of the RFP process.
4. RECEIPT OF PROPOSALS
Proposals must be received by CBC/Radio-Canada, via electronic submission to the Merx Website (www.merx.com) indicated in the Critical Dates table above, “RFP Submission Closing Date”.
Partial Proposals, amendments or revisions which are received after the date and time for the RFP Submission Closing Date will not be accepted.
Note:
This procurement is subject to Chapter Five (Government Procurement) of the Canadian Free Trade Agreement (CFTA).
CBC/Radio-Canada retains the right to negotiate with Proponents on any procurement.
