RFP SCOPE
FCC currently uses a third-party filtering tool for name screening against the World-Check data file. FCC is releasing this RFP to select a new technology solution that offers enhanced features and greater flexibility. We currently name screen approximately 140,000 total names per week and 160,000 unique names per year and expect these volumes to continue to grow.
FCC’s existing filtering tool is integrated with lending systems through an API that indicates whether any name screening alerts are returned. If alerts are returned, employees resolve them directly within the third-party tool, rather than within FCC’s own lending system. FCC is seeking a new product that supports both an API and a user interface. This dual capability will provide FCC with the option to either build an integrated solution or continue using the existing user interface (UI) to resolve alerts.
FCC performs name screening for customers prior to loan approval and conducts batch screening of its entire customer portfolio on a weekly basis. The process of screening and resolving alerts has required significant effort and time investment, particularly concerning the existing customer base. As a result, FCC aims to migrate the results from the current system to the new product to avoid reworking and resolving these alerts again.
FCC is looking for a single proponent that will provide both a data file and a comprehensive name screening solution that integrates seamlessly with FCC’s existing systems and enhances the efficiency and effectiveness of FCC’s name screening process. The successful proponent would also implement and migrate any data to the new Platform. FCC reserves the right to award the RFP scope of service to one or multiple Proponents.
In scope for delivery with this RFP:
• Customer Name Screening – designated persons and sanctions screening at the time of customer onboarding as well as ongoing recurring screening.
• Data Integration – integrating our customer data into the system, triggering screening (initial and ongoing) and receiving/resolving alerts programmatically (through integration/APIs).
• Implementation – implementation of the solution with the teams at FCC including calibration, screening configurations, and workflow.
Not in scope for delivery, but we want to understand if your solution includes these capabilities for potential future implementation purposes:
• Identity Verification – digital verification of customer identity to meet FINTRAC requirements.
• Adverse Media Screening – screening for non-financial crime risks like ESG, animal-welfare, labour issues, and general reputation risks.

RFP PROCESS CONSIDERATIONS
- This opportunity is covered under the provisions of Chapter 5 (Government Procurement) of the Canadian Free Trade Agreement (CFTA) and Chapter 19 (Government Procurement) of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA).
- FCC is subject to the Official Languages Act (Canada). Proponents may choose to respond to this RFP in their official language of choice (English or French).
- This opportunity notice references a non-binding, competitive RFP, and is not a call for tenders. FCC is not obligated to proceed with the Work described in the RFP Scope and may cancel the RFP at any time. FCC’s procurement process allows for consecutive or concurrent negotiations between FCC and one (1) or multiple Proponents, prior to awarding a Contract.
