EOI Response Requirements
At a high level, the successful Design-Builder will assist in the SPA application process while leading the design phases (DD & CD), building permit application, construction and closeout, occupancy permit application. It is expected the work will commence in January 2024. The project is intended to be delivered using the modified Design-Build (DB) approach under modified CCDC 14 (fixed-price) contract.
Modified Design-Build (DB) approach: Similar to a traditional design-build process where a contractor provides both the design and build components in response to the owner's requirements under a lump sum/fixed price-based contract, the ‘modified’ component in this case relates to both Blue Door’s and EDCB’s involvement in the process, from input during the first phase of the contract (design), negotiation of the value of the second phase of the contract (build) based on Class A cost estimates conducted by an independent third party, to design and construction management of that second build phase of the contract. It is expected that the Design-Builder will take on the responsibility of design coordination during the construction administration phase of the Project as well as take on the retained consultant team members.

- Interest in supporting the Project as the design-builder on the Project. This includes managing the design consultants and construction administration of design team members during the construction phase of the Project. If not, please describe your preferred contractual model.
