The Ministère de l’Éducation et de l’Enseignement supérieur (MEES) [Quebec department of education and higher learning] plans to build new secondary schools under a “design-build-finance” (DBF) Contract. To this end, the Quebec government has mandated the Société québécoise des infrastructures (SQI) to act as project manager.
This Request for Qualifications constitutes the first step in the process to select a Contractor. The SQI will then sign a contract with the Contractor selected to carry out the project using a "design, build and finance" approach (DBF).
This document sets out the information, instructions and dates for the Project and this Request for Qualifications. For a Response to be evaluated, both the Respondent and the Response must meet all eligibility and compliance conditions stipulated herein.

Communication
To ensure consistent interpretation of the Request for Qualifications documents and facilitate the exchange of information, the SQI has designated the following person as its representative:

The SQI representative is the only person with whom interested parties may communicate, at the above-mentioned coordinates, regarding the Selection Process and the Project. No information provided by any other person is binding on the MEES or the SQI.
Any communication by a Participant regarding the Selection Process or the Project with:
- the government, the MEES or SQI staff, except for the Contact;
- any Excluded Person;
- members of the National Assembly of Quebec; or
- any other Person not authorized by the SQI, if applicable,
may, at the discretion of the SQI, result in exclusion of the Participant and the Respondent concerned from the Selection Process.
Online Information Session
An online information session will take place on a date to be communicated by an Addendum. The information session will be held in French only.
Official Language
Pursuant to the Charter of the French Language (CQLR, c. C-11), contracts entered into by the Government, its departments and its organizations must be drafted in French, the official language of the Province of Quebec. Only the French version of the Request for Qualifications document is official and legally binding.
